국문 초록

본 연구는 정책집행의 시각에서 2015년부터 2년 동안 진행된 국립대자원관리시스템(KORUS) 구축사업의 집행과정을 분석하였다. 정보화 사업의 집행과 관련한 대부분의 연구는 사업목표 달성을 위한 사업관리에 초점을 맞추고 있으나, 본 연구는 정보화 사업을 정책과정의 일부로 접근하였다는 점에서 차이가 있다. 분석모형의 설정에 있어서는 정책집행 분야의 선행연구에서 채택된 분석변수를 기본으로 하였다. 거기에 사업수행의 주체가 되는 민간사업자의 특성을 고려하여 사업관리와 관련된 일부 변수를 추가하였다. 분석결과, 첫째, 코러스 구축사업을 위한 적정한 재원의 확보에 실패함으로써 대학 요구사항의 반영, 구축사업자의 순응 확보에 어려움을 겪었다. 둘째, 구축사업자의 구성과 전문성의 문제로 인해 효율적인 사업 추진에 애로가 있었다. 셋째, 구축사업의 관리를 위한 조직구성과 인력충원이 적절하지 못하여 대학사용자의 참여와 협조를 유도하고 조직 간의 협업과 조정, 집행관계자들의 순응을 이끌어 내는데 한계가 있었다. 발견된 문제점의 대부분은 코러스 사업의 집행단계에서 해결이 어려운 사안이었다. 다만, 정책결정자들의 관심이 있었다면 일부분 해결이 가능했지만, 이들의 지원은 충분하지 못하였다. 이러한 점을 고려할 때, 향후 정보화 사업의 추진 등 유사 정책 집행은 정책결정 단계에서 보다 신중한 접근이 필요하다고 하겠다.

영문 초록

This study analyzed the implementation process of Korean University Resource United System(KORUS) project from the perspective of policy implementation from 2015 to 2017; it considers the project implementation as a part of whole policy process while most previous researches on IT projects lean on project management perspective for achieving policy goals. The findings of this analysis are as follow. First, as KORUS project failed to secure appropriate financial resources for the whole project, it faced with huddles of responding the needs of the universities and securing the conformity of the vendors. Second, the composition and the expertise of the system implementing vendors were considered as a source of inefficient implementation. Third, problems with the constructing organization and personnel procurements brought difficulties in cooperation, coordination and conformity among the project implementation participants and university-level users. Most of the problems were innate and few option could be found to resolve them during implementation process. If the decision makers had paid more attention on it since inception, they could have resolved the problems in part.
