장애인 직업능력 개발훈련 효과분석 연구

국문 초록

본 연구는 장애인 직업능력 개발훈련의 임금효과를 재확인하고, 그 원인을 분석하여 장애인 훈련기관간 역할과 기능의 재정립을 위한 실증적 근거를 제시하기 위한 것이다. 이러한 연구는 장애인직업훈련에 대한 부정적인 인식을 해소하고, 직업훈련의 순기능적인 역할방안을 제시해준다는 점에서 중요한 의미를 갖는다. 장애인기금의 지원을 받고 훈련에 참여한 장애인을 대상으로 통상적인 임금효과를 측정한 결과 훈련효과의 존재 여부를 확인할 수 없거나 부정적인 것으로 나타났다. 그러나 이러한 결과는 장애인직업훈련이 무의미하거나 부정적이라는 것을 의미하는 것이 아니라 긍정적인 효과가 존재함에도 훈련이수자에 대한 취업알선의 문제에 기인하는 것으로 밝혀졌다. 또한 훈련대상자를 중증장애인과 경증장애인으로 나누어 훈련효과를 측정한 결과 경증장애인보다 중증장애인이 크게 나타나 장애인 직업능력 개발훈련이 중증장애인의 일반고용을 위한 취업루트를 제공할 뿐만 아니라 보호고용으로 발생하는 사회적 비용을 최소화시키고 있다는 것이 확인되었다. 훈련기관간 훈련효과의 비교분석에서는 장애인공단직업능력개발센터는 중증장애인, 공공훈련기관은 경증장애인에게 각각 비교우위가 있는 반면, 장애인 관련기관의 훈련효과는 부정적인 것으로 나타나 장애인 관련기관 대상자에 대한 직업능력개발훈련은 적합하지 않았다. 이러한 실증결과들은 훈련의 효과성 제고를 위한 장애인 직업능력 개발훈련의 기능과 역할에 따른 체계적인 관리의 필요성을 입증해주었다.

영문 초록

The purpose of this study is to verify the effect of vocational training for the disabled. It presents comparative ascendancy between training facilities by estimating and comparing training effects after dividing training subjects into groups of the severely disabled and mildly disabled. Research methods were securing homogeneity between the treatment group and the comparative group through the econometric method, and then making mutual comparisons using the quasi-experimental method. Of raw data from surveys of disabled workers` actual conditions in the year 2000, 1,896 disabled workers who acquired jobs using job reference facilities were used as data. In study results, when first the basic model is observed, it was difficult to find significance and therefore existence of training effects estimated through the wages of disabled workers were either difficult to determine or showed to be negative; and second, by estimating effects of vocational training by dividing test subjects into groups of the severely disabled and mildly disabled ① vocational training for the disabled worked as a main employment route for the severely disabled, showing that vocational training effects for the severely disabled were more significant than those of the mildly disabled. ② With regards to comparative ascendancy due to training effects, while public corporation vocational schools had comparative ascendancy to the severely disabled and public society training facilities had comparative ascendancy to the mildly disabled, facilities associated with the disabled showed to be inappropriate in vocational training.
