평생교육 기관의 생존전략: 순응과 불응

국문 초록

평생교육 기관 수의 확대와 기관의 규모 확장은 다양한 학습자의 요구충족과 평생교육에 대한 접근성 확대가 이루어졌다. 특정한 가치를 추구하면서 설립된 평생교육 기관들이 경쟁우위를 차지하는 생존방안을 모색하는 과정에서 각 기관의 개별성과 특수성을 고려하지 않고 사회적으로 인정받은 조직형태와 성공한 프로그램을 도입하는 동형화 현상이 나타나고 있다. 본 연구는 평생교육 기관이 동형화에 순응 또는 불응하게 되는 사회적 정당성이 활성화되는 맥락과 조건을 밝히고, 동형화와 탈동형화 현상이 고착되지 않고 유기적으로 순환하고 있는지를 탐색하였다. 평생교육 기관 12곳을 선정하여 다중사례연구로 진행하였다. 연구결과, 동형화에 순응과 불응에 영향을 주는 조건은 첫째, 기관의 내부조건으로 기관 추구가치와 일치는 설립 주체가 비영리형인 가관은 일치하면 동형화 압력에 순응하였으며, 일치하지 않으면 불응하는 것으로 나타났다. 의사결정권의 독립은 교육 핵심성이 이차적 기관은 동형화 압력에 불응하였으며, 일차적 기관은 동형화 압력에 순응하는 것으로 나타났다. 둘째, 기관의 외부조건으로 영향을 주는 기관의 근접은 설립 주체와 교육 핵심성이 유사한 기관 간에는 동형화 압력에 순응하나 단순히 지리적 근접만으로는 영향을 주지 않는 것으로 나타났다. 인적․물적 자원의 한계는 설립 주체와 교육 핵심성에 상관없이 동형화 압력에 순응과 불응을 선택에 영향을 주는 것으로 나타났다. 셋째, 동형화와 탈동형화 현상은 유기적으로 순환하는 것으로 나타났다. 동형화에서 탈동형화로 전환은 평생교육 기관의 경험과 노하우 축적 등 내적 역량향상이 기반이 되었으며, 탈동형화에서 동형화로 회귀는 기관의 보유자원 부족, 정책과 제도변화에 적응하기 위해 선택하는 것으로 나타났다. 평생교육 기관에서 나타나고 있는 동형화는 평생교육 기관의 양적 확대에, 탈동형화는 평생교육 기관의 질적 향상에 기여하는 것으로 나타났다.

영문 초록

The expansion of the number of lifelong education institutions and the expansion of the size of the institutions have made it possible to meet the needs of various learners and to increase access to lifelong education. As lifelong education institutions seeking specific values ​​seek survival measures to gain a competitive advantage, there is an isomorphic phenomenon of introducing socially recognized organizational forms and successful programs without considering the individuality and specificity of each institution. This study clarifies the context and conditions under which social justification for lifelong education institutions to conform or disapprove of isomorphic is activated, and investigates whether isomorphic and de-isomorphic are circulating organically rather than stuck. Twelve lifelong education institutions were selected for multi-case study. The results reveal conditions that affect conformity and nonconformity. First, in the case of the non-profit organization whose social legitimacy is recognized, it complied with the isomorphic pressure when the pursuit value and the operation reality were internally matched. In the case of institutions with independent decision-making authority, the institutions with secondary education cores didn t respond to the isomorphic pressure, but the primary institutions responded to the isomorphic pressure. The isomorphic pressure worked when the establishment of a socially justified external condition and the proximity of institutions with similar educational core were met. Simple geographic proximity without similarities did not. When human and physical resource limitations arise, all institutions are found to be affected by isomorphic pressure. Third, the isomorphic and de-isomorphic phenomena were found to circulate organically. The transition from isomorphic to de-isomorphic was based on internal capacity improvement, such as accumulating experiences and know-how of lifelong education institutions. The return from de-isomorphic to isomorphic was found to be a choice to adapt to institutional resource shortages and policy and institutional changes. The isomorphic that appears in lifelong education institutions contributes to the quantitative expansion of lifelong education institutions, and the de-isomorphic contributes to the quality improvement of lifelong education institutions.
