화성시 서남부권역 장애인 복지욕구 조사

국문 초록

본 연구는 화성시 장애인 복지욕구에 조사가 부족하여 장애인 당사자 및 가족의 욕구를 반영한 중장기적인 정책수립에 한계가 있다고 전제하였다. 화성시 서남부권역에 거주하고 있는 장애인 당사자 및 가족의 욕구를 파악하여 향후 화성시 장애인 복지 정책과 서비스를 제안하였다. 본 연구의 내용을 살펴보면, 장애인 복지 서비스 욕구에 대한 기존 통계 및 논문자료를 토대로 화성시 서남부권역 장애인의 현황과 복지 서비스 욕구를 면접조사 및 포커스 그룹 인터뷰를 실시하였다. 본 연구 결과 화성시 서남부권역 장애인이 일상생활, 보건의료, 양육교육, 직업, 여가, 차별금지, 복지환경, 복지서비스, 가족지원, 주거, 평생교육에 따른 다양한 복지 서비스 욕구를 가지고 있음을 알 수 있었다. 따라서 이에 따른 장애인 복지 정책 및 서비스를 제안할 수 있었다. 조사결과 장애인의 일상생활, 보건의료, 양육교육, 직업, 여가, 차별금지, 복지환경, 복지서비스, 가족지원, 주거, 평생교육 영역에서 다양한 욕구가 나타났고, 이에 따른 복지 정책 및 서비스를 고민할 수 있었다. 이 결과를 토대로 첫째, 장애인의 일상생활 영역에서의 지원이 확대되어야 한다. 둘째, 재활치료 인프라 확충해야 한다. 셋째, 성인장애인의 직업지원서비스 확대와 평생교육 지원서비스 체계가 마련되어야 한다. 넷째, 장애 가족을 위한 지원서비스가 확대되어야 한다. 나아가 정부 및 화성시의 장애인 복지 정책을 토대로 첫째, 화성시 장애인복지서비스의 확대를 위한 성인 발달장애인 낮활동 및 문화여가활동과 장애유형을 고려한 서비스 확대가 필요하다. 둘째, 장애인의 안정적인 중‧장년 맞이를 위해 청소년기 장애인과 보호자의 성인기 및 중고령 준비, 성인기 장애인의 건강권 보장 및 중‧고령 장애인을 위한 서비스 확대가 필요하다. 셋째, 장애인의 보통의 삶을 지원하기 위한 지역사회 중심 실천 전략으로 권익옹호 사업 확대와 장애인식개선사업의 활성화를 통한 통합사회 기반 마련이 필요하다.

영문 초록

This study presupposes that there is a limit to the mid- and long-term policy establishment that reflects the needs of the disabled persons and their families due to insufficient investigation into the welfare needs of the disabled in Hwaseong city. Based on the needs of the disabled and their families living in the sothwestern part of Hwaseong City, we proposed welfare policies and services for the disabled and their families. This study, based on existing statistics and papers on the needs of welfare services for the disabled, we conducted interviews and focus group interviews on the needs of people with disabilities in the southwestern area of Hwaseong city. This study showed that the disabled in the southwestern part of Hwaseong city had various welfare needs according to daily life, health care, childcare education, occupation, leisure, discrimination ban, welfare environment, welfare service, family support, housing, and lifelong education. Therefore, could propose welfare policies and services for the disabled. Based on these results, first, support in the daily life area should be expanded. Second, we need to expand the infrastructure for rehabilitation treatment. Third, among the needs for services for the adult disabled, an expansion of vocational support services and a system of lifelong education support service should be prepared. Fourth, support services for disabled families need to be expanded. Furthermore, based on the welfare policy for the disabled in the government and Hwaseong city, I would like to propose the following. First, it is necessary to expand services considering day activities, cultural leisure activities, and types of disabilities for adults with developmental disabilities. Second, lifelong planning for the disabled is necessary. Third, community-centered action strategies are needed to support the normal lives of people with disabilities. It is necessary to expand the rights advocacy business and to promote awareness of the disabled.
