국문 초록

사회복지교육은 교육제도나 교육실천 그 자체로부터도 영향을 받지만 사회복지에 대한 학문적 연구에 의해서도 영향을 받는다. 이 글은 이런 점에 착안하여 교육문제에 초점을 맞춘 교육우선접근에 기초한 논의와 사회복지연구에 초점을 맞춘 연구우선접근에 기초한 논의를 병행하여 사회복지교육의 문제와 개선방안에 대해 논의하였다. 한국 사회복지전문직의 낮은 사회적 위상이 사회복지교육에 반영된 결과로 한국 사회복지교육은 교과목이수제에 의한 사회복지사 자격취득이라는 문제를 안고 있다. 이 문제를 해결하기 위해서는 교육인증제의 도입과 학부․석사․박사과정의 역할분담방안이 마련되어야 할 것이지만 여기에는 많은 시간과 준비가 필요하므로 장기적으로 추진되어야 한다. 보다 단기적으로는 실습교육의 강화가 거의 유일한 대안이며 그 외에 교수요원의 자격을 강화하는 것도 한 방안이 될 수 있다. 한편 일정한 제도적 세팅에서 사회적 관계를 대상으로 규범성과 과학성이 결합되어 이루어지는 실천적 개입을 사회복지현상이라 할 수 있는데 이런 사회복지현상이 사회복지연구의 대상이다. 그리고 여기서 가장 중요한 연구대상은 바로 사회적 관계와 규범성인데 이들에 대한 연구는 4차 산업혁명으로 인한 미래사회변화에도 대단히 중요하다. 왜냐하면 4차 산업혁명은 사회적 관계의 근본적 변화를 초래할 것이고 따라서 그에 대한 규범적 판단을 더욱 필요로 할 것이기 때문이다. 사회적 관계의 변화에 대해 기술결정론적․인구결정론적․재정결정론적 시각이 아니라 사회․정치적 시각에서 개방적인 태도로 접근한다면 그로부터 사회복지적 실천의 정체성과 사회복지교육의 방향을 올바르게 설정할 수 있을 것이다.

영문 초록

Problems and their solutions of social welfare education are to be influenced by not only educational institutions and practices but also research on the social welfare phenomena. Based on this insight, this study discussed problems and their solutions of the Korean social welfare education from both the perspective focused on educational institutions and practices(education-first approach) and the perspective centered on social welfare research(research-first approach). In Korea, certification of social workers has been based on course-completion system in which certificate of social worker can be issued if he or she completed only 14 subjects while in school. The course-completion system has exerted negative impact on the professional prestige of social workers as well as the educational institutions and practices in Korea. In order to solve this long-pending problem, an educational accreditation needs to be introduced but it will require much debate and time. In the short run, strengthening the field education would be both reasonable and realistic approach to improve the quality of social welfare education. In response to changes resulted from the fourth industrial revolution, the most important research agenda are social relations and normative criteria needed to evaluate the changes of social relations. The fourth industrial revolution will radically change the nature and significance of social relations. To establish the identities of social welfare practices and direction of social welfare education faced with these great turn, we should stand open socio-political viewpoint rather than deterministic perspectives related with technological changes or population problems or fiscal prospects.
