전남대학교 평의원회 65년 역사에 대한 비판적 성찰

국문 초록

이 논문의 목적은 창립 65주년을 맞이한 전남대학교 평의원회의 과거와 현재를 비판적으로 성찰하고 미래 지향을 모색하는 데 있다. 전남대학교 구성원 한 사람으로서의 개인적 체험과 평의원회 관련 문헌 분석을 활용한 이 논문에서는 평의원회 관련 주요 용어의 의미와 변천을 통해 평의원회 역사를 성찰하고 그 성찰에 근거하여 평의원회의 나아갈 방향을 제시했다. 전남대학교 개교 이듬해인 1953년 설치된 평의원회는 ‘대학의 자율’과 ‘대학 운영의 민주화’를 위한 학칙기구로서 그 역할을 기대 받았으나 대학내외 이해당사자들 간의 갈등과 대립으로 인해 조직의 목적에 맞는 정체성과 그 역할수행에 의심을 받고 있다. 최초 평의원회는 낭비와 혼란을 이유로 총장이 무시했다. 1988년에는 권력의 압력을 뚫고 전국 최초로 ‘총장직선제’를 쟁취했다. 2012년에는 권력에 굴복하여 ‘총장직선제’를 포기했다. 평의원회 설립 이후 지난 65년 동안의 행적을 보면, 갈등의 대표적 주체는 정부를 대신한 교육부 (총장)와 평의원회 구성의 핵심세력인 교수다. 대학 내 구성원들 (학생, 조교, 직원, 시간강사, 교수) 또한 평의원회의 목적, 기능, 구성을 두고 서로 대립하고 있다. 비판적 성찰에 근거하여 이 논문에서 제안하는 평의원회의 미래방향은 세 가지다. 첫째, 평의원회는 그 목적구성에 있어 조직의 정체성 확립에 기반이 되는 대학의 자율과 대학운영의 민주화를 명료하게 명시해야 한다. 둘째, 평의원회의 기능을 현재의 ‘심의기구’에서 ‘심의의결기구’로 격상하고 그 위상에 걸맞도록 전문적 기능의 신장에 특별한 노력을 기울여야 한다. 셋째, 평의회에 참여하는 구성원의 다양화를 위한 교수진의 인식 전환과 열린 자세가 필요하다.

영문 초록

The purpose of this article is to critically reflect the past and present of the Chonnam National University(CNU) Council in its 65th anniversary and look for future direction. By employing both the personal experience as one of the members of the CNU and the analysis of literature related to the council, the article critically reflects the 65 years of history of the council, discusses issues facing the council, and suggests a few alternatives. The council, established in 1953, was expected to play a role as an institutional organization pursuing public value of national university for the autonomy of university and democratization of university administration. However, due to conflicts and confrontations among the stake-holders within and outside the university, the identity and role of the council has been questioned. The first council was ignored by the president for waste and confusion. In 1988, the council broke the pressure of power and became the first university to win the ‘direct general election for the president.’ In 2012, the council surrendered to the power and gave up the ‘direct presidential election.’ During the past 65 years since its establishment, the main subject of the conflict is the Ministry of Education (the president) on behalf of the government and the professor who is the key force in the formation of the council. Members of the university (students, staff members, part-time lecturer, professor) have been also confronted with the purpose, function and composition of the council. In conclusion, this paper presented the future direction of the council dividing into clarifying of its purpose, strengthening of its function, and diversification of its members.
