국문 초록

북한에서는 2000년대 이후 ICT를 모든 산업의 현대화를 이끌 핵심으로 꼽으며 ICT를 통한 이른바 ‘단번도약’을 준비해왔다. 그러나 실제로 ICT가 북한이 선언한 만큼 경제난 완화에 기여하고 있다고 보기는 어려우며, 소프트웨어 분야를 제외하고는 대부분 취약한 상황으로 파악되고 있다. 여기에는 사회적 폐쇄성과 대북 경제제재 등으로 국제표준 기반의 선진 기술 습득과 호환성 확보가 어렵다는 점이 큰 장애물로 작용했을 것으로 보인다. 강제표준으로서 북한 생산 활동의 절대적 지침이라고 할 수 있는 국가규격에는 이러한 현실이 잘 반영되어 있다. 북한의 ICT 분야 국가규격 중 2015년도를 기준으로 국제표준과 일치하거나 부분 일치하는 비율은 32%였으며, 교체되거나 폐지된 국제표준을 제외하면 11%에 불과한 것으로 나타났다. 이는 북한이 선진기술을 도입할 수 있는 수단이자 대외무역 발전을 위한 통로로서 국제표준의 도입에 많은 관심을 가지고 적극적인 수용태도를 보이고 있는 것과는 상반되는 결과로, 북한이 실제로 최신 국제표준의 습득과 국가규격의 국제표준 부합화에 어려움을 겪고 있다는 방증이다. 이와 같은 북한의 상황을 고려할 때, 향후 국제표준화 공동대응을 통해 장기적인 남북한 표준협력을 모색해볼 수 있을 것으로 보인다.

영문 초록

Since the 2000s, North Korea has identified ICT as the key to modernizing all industries and has been promoting economic growth through ICT. In fact, however, it is hard to say that ICT is contributing to alleviation of economic crisis as declared by North Korea, and it is considered to be mostly vulnerable except for the software. It seems that the difficulty of acquiring advanced technologies based on international standards and securing compatibility due to social closeness and economic sanctions against North Korea has been a major obstacle. This reality is reflected in the national standard, which is an absolute guide for North Korean production activities as a compulsory standard. As of 2015, 32% of North Korea s national standards in ICT sector were in line with international standards. However, with the exception of international standards that have already been replaced or abolished, only 11 percent have been found to match international standards. This is in contrast to North Korea s willingness to activly accept international standards with much interest as a means to introduce advanced technologies and a channel for the development of foreign trade. This means that North Korea is actually having trouble acquiring the latest international standards and corresponding with international standards. Given the situation in North Korea, it is likely that the two Koreas will be able to promote long-term standard cooperation through joint international standardization responses in the future.
