장애인고용장려금 지급효과 분석

국문 초록

본 연구는 장애인 고용사업주를 위한 대표적인 지원제도인 장애인고용장려금제도의 효과분석을 통해 실증적 근거에 의한 개선방안을 도출하는 것이다. 연구결과 장애인고용장려금의 사중적 손실(deadweighted)은 48%로 측정되어 국내외 유사 지원제도보다 낮은 것으로 나타났다. 중증장애인과 여성장애인에 대한 장려금 가중지원은 고용증대에 효과가 없는 것으로 나타났는데 반하여, 이직률감소와 고용유지에는 긍정적인 것으로 나타났다. 또한, 장려금기업의 도덕적 해이(moral hazard)는 경증장애인의 초과고용보다는 저임금에 의한 고용증가가 주요인인 것으로 확인되었다. 이러한 실증 분석 결과는 장려금의 고용효과 증대를 위해 지급대상자의 범위 축소, 고용환경개선사업과의 연계지원, 장려금을 통한 저임금 방지, 장려금 지급단가와 부담기초액의 연동성 운영 등에 관한 제도개선이 필요한 것으로 요구되었다.

영문 초록

The employment subsidy system is one of the caracteristics of the Korean Employment system for the disabled. This system focuses preventing abuse of unemployment benefits and encouraging active job search and participation in vocational training of recipients of unemployment benefits. This paper analyzes the effects of The employment subsidy system on activating the job search efforts of the recipients of unemployment benefits and thereby encouraging enterprise recruit for the disabled in Korea. This paper suggests an economic analysis explaining the cost of employing workers with disabilities excesses the levy, which may cause the under-employment of enterprises. This phenomenon called Burden without employment . The data used in survey of disability employment conditions by KEPAD in 2005. The results of statistical analysis also showed the employment subsidy system significantly get elevated rate of disability employment of enterprise such as the recipients of the employment subsidy.
