국문 초록

본 연구는 중증장애인들의 생산성향상과 고용기회 창출을 위해 기존의 고용시스템과는 다른 시장 보호적인 체계가 필요하다는 필요성을 전제로 사회ㆍ환경변화에 부응하고 장애인의 인간다운 생활권을 보장하기위한 노동기본권 확보라는 차원에서 우리나라 중증장애인 직업재활사업의 전략을 사회적 기업 설립을 중심으로 모델을 개발하고자 한 연구이다. 본 연구의 결과 세 가지 모델이 제시되었다. 첫째, 직업재활시설을 중심으로 사회적 기업화 하는 방안이다. 이 방안은 이미 직업재활시설이 중증 장애인을 위한 고용의 기회와 고용을 제공하는 일종의 사회적 기업이기 때문에 이들 직업재활시설을 하나의 사회적 기업화함으로써 중증장애인의 고용기회와 고용을 제공하는 사회적 목표를 수행토록 하는 방안이다. 둘째, 직업재활시설을 근로작업과 보호작업시설로 구분하고 근로시설을 사회적 기업화하는 방안이다. 이 방안은 직업재활시설과 사회적 기업과의 차별성을 엄밀히 구분해야 한다면 사회적 기업이 직업재활시설 보다 고용과 당장의 생산성을 강조한다는 측면이다. 따라서 사회적 기업과 직업재활 시설을 구분하면서 직업재활시설 중에 근로시설을 사회적 기업화하고 보호작업시설은 직업 재활시설로 운영하는 방안이다. 셋째, 직업재활시설과는 별개로 중증장애인의 고용을 위한 사회적 기업을 설립하는 방안이다.

영문 초록

The purpose of this study is to develop a structured social enterprise model for creating mployment at the labors market. Expanding employment opportunities for persons with disabilities is one of the most important challenges facing the persons with significant disabilities field. But. increasing employment opportunities for persons with significant disabilities is not an easy task. This study focus on the sheltered employment and citizenship of labors on employment: the application of social enterprise concepts to creating jobs for persons with significant disabilities. Thus. this study to suggest the policy direction and action plan of social enterprise for employment of individual with a severe disabilities. First. the basic direction of the social enterprise model to promotion employment of persons with significant disabilities. vocational rehabilitation facilitates make into a social enterprise. Second. the vocational rehabilitation facilitates are divided into sheltered workshop and regular workshop and regular workshop make into a social enterprise. Third. to found a new social enterprise as another methods for employment of individual with a significant disabilities.
