국문 초록

이 연구는 문재인 정부의 대선 공약자료와 ‘제5차 장애인정책종합계획’과 ‘제5차 장애인고용촉진 및직업재활계획’, ‘장애인 일자리 관련 언론 인터뷰’, ‘고용노동부의 SNS’ 내용 등을 토대로 정부의 장애인고용 정책 관련 문제점 인식과 이에 대한 대응 전략이 적절하게 수립되었는지를 분석하였다. 아울러‘일자리정책 5년 로드맵’과 대비를 통해 정책 기조의 일관성과 포괄성이 적정한 수준인지를 분석하였다. 분석 결과 정책과제들은 이전과 유사하게 도출되었으나, 세부 사업에서는 보다 강력하고, 새로운 사업들을 도입하여 대기업 참여를 유도하는 등 일자리의 양 확대와 질 향상을 병행하기 위한 노력을 기울이는것을 확인하였다. 반면 4차산업혁명 등 미래 사회의 변화에 대응하기 위한 장애인 고용 정책은 구체성이다소 부족한 것으로 보인다. 종합적으로 정책 추진과 평가에 장애인 당사자의 직접 참여와 이번 정부가추진하는 지방자치분권화 등의 변화에 대한 선제적 조치, 최저임금 인상과 동시에 강화되는 최저임금적용 제외 제도 개편 등의 환경 변화에 대한 보다 구체적인 대응 방안 마련이 필요함을 제언하였다.

영문 초록

This study analyze whether the Moon Jae-in government s job policies for the people with disabilities, environment and the strategies were properly established. The policy trends identified in the official and informal aspects, focusing on the analysis of the policy environment related to the people with disabilities and the major policy plans of the government. There are still a lot of disabled workers, low wages, and unstable jobs. Vocational rehabilitation infrastructure to solve this problem is also not systematic. These problems have been identified statistically and appropriately recognized by the government. Moon Jae-in s election campaign promise , 5th comprehensive policy plan for the people with disabilities , 5th promotion of employment of the disabled and vocational rehabilitation plan , Media interview on the job policy for the people with disabilities , SNS of the Ministry of Employment and Labor , and 5-year road map for job policy were utilized on analysis. As a result of the analysis, it was confirmed that the policy tasks were similar to those of the previous ones, but in the sub-projects, more intensive and new projects were introduced to encourage the participation of large corporations. On the other hand, more specific strategies should be developed to respond to environmental changes such as “the 4th Industrial Revolution”, people with disabilities participation policy , Transfer of central government authority to local administration , minimum wage increase , reorganization of minimum wage exemption system
