문화다양성 역량강화를 위한 연수 프로그램 개발 및 적용 연구 : 문화기반시설 종사자를 대상으로

국문 초록

21세기 문화다양성의 사회를 사는 우리에게는 다양한 문화의 가치를 인정하고 그것을 자신과 사회의 발전을 위한 창의적, 생산적 에너지로 바꿀 수 있는 문화적 감수성과 문화적 문해력이 필수 역량이 된다. 이러한 때, 다양한 대상에게 문화다양성 프로그램을 제공하는 문화기반시설 종사자들의 문화다양성 역량강화가 중요하게 된다. 이에 본 연구에서는 문화기반시설의 종사자를 대상으로 인식변화 및 공감에 기반한 문화다양성 역량강화 연수프로그램을 개발하여 시범 운영하고 그 결과를 분석 평가하였다. 본 연구에서의 문화다양성의 개념은 UNESCO의 문화다양성 협약에 근거하였으며 언어, 성, 계급, 북한이탈주민, 인종, 장애 등의 세부적인 주제를 중심으로 개인과 사회를 아우르는 본질적인 접근을 시도하였다. Banks의 다문화교육이론 중 성찰적·변혁적 접근에 기반하여 연수프로그램을 설계하였으며, Kolb의 경험적 학습사이클을 활용하여 성찰적 교육 프로그램 개발을 구체화하였다. 또한, 팀 중심의 협력적 학습 환경 안에서 적극적인 자기표현과 체험, 자기 성찰과 반성적 활동 등이 지속되도록 구성하였다. 연수 프로그램은 총 30차시로 개발되었으며, 개발된 프로그램을 10차시로 압축하여 2013년 2월 22~23일 양일에 걸쳐 29명을 대상으로 시범연수를 운영하였다. 연수의 평가는 마인드맵과 성찰일지 분석을 통해 이루어졌으며, 그 결과, 연수 참여 후 문화다양성에 대한 이해가 추상적인 이해에만 그치는 것이 아니라, 연수생의 삶과 업무현장에서의 변화와 적용의 의지로 확장되는 것을 확인하였다.

영문 초록

Enhancing cultural competence of the staffs of culture-based public organization is important because their authentic understanding of cultural diversity will lead to the better opportunity of providing culturally appropriate services to the community. This research in this context purposed to develop an educational program of cultural diversity for the staffs of the culture-based public organization and to analyze the result of implementation. As for the contents, this program deals, beyond focus on race and ethnicity, with diverse cultural groups and categories which include gender, generation, class, sexuality, language, North Korea defectors and ethnicity as well. Learning resources used in this program are basically from genres of art and culture, for the purpose of providing both fun and seriousness to the program. The methods of this program also attempts to employ educational methods such as continuous self-reflective thinking and actions, equal and active participation of the learners within collaborative learning environments, and experiential learning for self-expression, which have been emphasized by many researchers of multicultural education. This program consists of total 30-hour four sessions. Yet, 10-hour pilot program as a pilot study was implemented on February 22-23 in 2013 to 29 persons. Through the analysis of both the pre- and post- mindmaps, and reflection journals, it was found that the participants enhanced mindset changes as well as understanding of cultural diversity.
