국문 초록

본 연구는 세계적으로 이슈가 되고 있는 고령화 사회에 맞추어 노인의 생존권과 밀접하게 관련되어 있는 노인의 의료, 주택, 소득보장 제도를 복지 선진국 일본, 영국과 비교 연구하여 한국의 노인복지정책의 발전과 적용을 위한 정책적인 제언을 모색하였다. 연구의 결과로 의료보장정책 면에서, 노인들의 질병과 건강관리의 예방적 측면 검진 시스템을 강화하고, 지역사회와의 연계를 통한 빠르고 편리한 의료 해택을 제공하는 시스템이 구축되어야 한다. 주택보장정책 면에서, 노인들이 시설보다는 본인이 거주하던 집에서 편안하게 생활할 수 있도록 주거공간을 개보수하고, 지역적으로 조직적인 노인 케어 서비스 시스템을 구축하여 안전한 환경에서 생활할 수 있게 해 주어야 한다. 소득보장정책 면에서, 노인들에게 안정적인 연금제도와 일자리를 제공하여 노인들의 경제적 독립을 돕고 안정적인 소득을 보장해주며, 노인들이 가지고 있는 재원으로 제 2의 인생을 살아갈 수 있도록 사회적 분위기를 만들어 주어야 한다. 결과적으로 노인복지정책의 시행이 정책적인 제언에만 머물러서는 안 되며, 통합적이고도 지역적인 차별이 없이 이루어져 노인의 인권이 존중되는 사회적인 재원마련과 정책이 시행되어야 한다.

영문 초록

This research is aimed at developing and applying Korea s welfare policies for the elderly by studying the medical care, housing and income security systems of the elderly closely related to the right to life of the elderly, compared to Japan and the United Kingdom. As a result of research, a system for providing prompt and convenient medical health care should be established by strengthening the preventive medical examination system for diseases and health management of the elderly and cooperating with local communities. In terms of housing security policies, it is necessary to repair the housing space so that elderly people can live more easily in their own homes than in their own facilities, establish a regional and systematic nursing care service system, and make them live in a safe environment. In terms of income security policies, the government should provide a stable pension system and employment for the elderly to help them become financially independent and secure stable income, and create a social atmosphere so that they can live a second life as a source of revenue. As a result, implementing welfare policies for the elderly should not only be a policy recommendation, but should be implemented to create social resources and policies that eliminate integrated and regional discrimination and respect human rights for the elderly.
