국문 초록

본 연구는 1993년 김영삼 대통령의 취임 이후부터 누리과정이 3-5세로 전면 시행된 2013년까지 유아교육이 공교육화 되어가는 정책네트워크의 특성을 분석하고 유아교육 공교육화 정책 시기를 구분하는 것을 목표로 한다. 이를 위해 신문에 나타난 유아교육 공교육화 정책참여자 간의 상호작용을 수집하여 사회연결망 분석과 다차원척도분석을 실시하였다. 연구결과 교육부가 지속적으로 정책네트워크 내의 자원흐름을 관리하는 역할을 하였고 권력 또한 교육부에 집중되어 있는 것으로 나타났으며 유아교육 공교육화 의제설정기(1993-1996), 유아교육법 및 무상교육 기반형성기(1997-2000), 유아교육법 제정기(2001-2004), 저출산 대응 및 공공성 기반형성기(2005-2008), 누리과정 시행 및 공교육 확립기(2009-2013)로 구분되었다.

영문 초록

This study analyzes the characteristics of the policy network in which early childhood education becomes public from the presidency of Kim Young Sam in 1993 to 2013 when the Nuri curriculum started to implement for the children of age 3 to 5. The study also distinguishes the periods based on the characteristics of policy networks. For the study, Social Network Analysis(SNA) and Multidimensional Scale(MDS) were conducted by collecting data of interactions between policy participants appeared in articles from daily newspapers which were dealing with the issues relating to early childhood education policy. As a result, it appeared that the Ministry of education had consistently managed the resources within the policy networks and also had concentrated power. The policy periods were distinguished into six phases: 1) Setting up the agenda for early childhood public education(1993-1996), 2) formating foundations for an enactment of Early Childhood Education Act and free education(1997-2000), 3) enacting Early Childhood Education Act(2001-2004), 4) responding to low fertility and formating foundations for publicness(2005-2008), 5) implementing Nuri curriculum, and 6) establishing public education for early childhood education(2009-2013).
