제주국제교육모델로서 IB 교육과정의 현황과 전망

국문 초록

국가 발전의 관점에서 글로벌 인재를 양성하는 것은 국가 경쟁력을 높이는 데 핵심적인 요소가 된다. 세계화의 시대적 과제에 부응하여 우리나라 교육은 국제적 경쟁력과 다문화적 소양을 갖춘 글로벌리더(Global Leader) 육성과 세계시민(Global Citizens)으로서의 자질 함양을 목표로 하고 있다. 그럼에도 불구하고, 현재 교육 정책 뿐만 아니라 교육 과정과 교육 현장에서도 이러한 교육 국제화를 위한 목표를 실현하기 위한 구체적 전략과 실행 방안에 대한 논의는 문제제기 수준을 벗어나지 못하고 있다. 여기서는 국제교육 모델의 성공 사례의 하나로서 국제공통(IB) 교육과정의 현황과 전망들을 살펴봄으로써 교육 과정의 국제화 발전방향을 제시하고 교육 과정 국제화를 위한 구체적인 방안들을 제시해보고자 한다. 특히, 일본의 교육 국제화 개혁의 일환으로 2013년 5월 IBO와 일본문부성이 합의와 협력을 통해 일본 국내학교에 IB 교육과정을 도입하기로 한 정책을 살펴봄으로써 국제적인 IB교육과정과 국내 교육과정을 어떻게 통합하고 국내 교육 현장의 상황에 맞게 적용할 수 있을지에 대한 기존의 문제의식을 검토하고 향후 발전방향을 모색해보고자 한다.

영문 초록

As national economy becomes knowledge-based and globalized, internationalization of higher education has received a renewed attention throughout the world. As a result, many local schools are seeking to offer a more international curriculum, and some local schools have taken this opportunity to benchmark an international curriculum, mainly the International Baccalaureate. For more than 40 years the IB has built a reputation for high-quality, challenging programmes of education. More than 1.2 million students currently attend IB World Schools across the globe. As of 1 March 2014 there were 3,736 IB World Schools, offering a total of 4,677 programmes in 146 countries. The IB programme, has gained recognition and respect from the world’s leading universities. The IB philosophy is being implemented in countries that are seeking to internationalize their curriculums and provide rigorous and holistic educational options for their students. In 2013, the IB continued to work closely with government bodies to introduce IB programmes in new settings including Ecuador, Malaysia and Japan. The primary purpose of this study is to introduce the mission statement and its strategies, curriculum, and assessment system of the IB program as a model education program worldwide. I will investigate the application or implementation process of the IB program in Korean High Schools introducing collaborative project between the International Baccalaureate and The Ministry of Education of Japan, which will see the development of a dual Language IB Diploma and which will facilitate access to an IB education across Japan. In addition, I will discuss the implications of how local schools are seeking to adapt the IB curriculum to their local educational environments and provide some suggestions to Korean school curriculum by analyzing the IB Programme.
