자유학기제 운영 과정에 관한 질적 메타분석

국문 초록

본 연구는 자유학기제에 관한 사례 연구들을 대상으로 질적 메타분석을 실시하였다. 자유학기제 운영과정에 있어서 새로운 제도에 대한 교사의 정책수용, 자유학기제 정책의 주요 목표인 진로교육 활성화, 그리고 정책의 출발시점부터 논란이 되었던 학생들의 학업성취에 대하여 연구를 수행하였다. 정책의 실행과정에서 긍정적인 면과 부정적인 면이 공존하는 것으로 나타났다. 교사의 정책수용과 관련하여 교사들은 업무 부담과 스트레스가 가중되는 것으로 나타났다. 교육과정 재구성으로 인하여 학교 내 협력과 소통이 중요시된다는 점도 발견되었다. 또한 자유학기제는 교사의 정체성 인식의 전환 기회를 제공하였지만 정체성에 대한 혼돈도 아울러 가져온 것으로 나타났다. 자유학기제 정책이 목표로 하였던 진로교육 강화는 정책효과가 있는 것으로 나타났다. 기존의 교육과정에서 부족했던 진로교육을 받을 수 있는 시간이 증가되었기 때문이다. 그러나 중학교 1학년 시기가 진로를 탐색하기에는 아직 시기상조라는 의견을 비롯하여 일반학기와의 단절, 인프라 부족 등이 문제점으로 지적되었다. 학업성취 면에서는 학생중심의 교육으로 변화되고 지식보다는 체험으로 변화되는 등의 효과가 있는 것으로 나타났다. 그러나 학생의 학력 차이에 따른 효과차이가 발생하여 오히려 학업성취의 양극화가 나타날 수 있다는 우려도 존재하였다. 또한 연구대상 및 연구진의 편향성으로 인한 출판 편향(Publication Bias)이 발견되었다. 또한 소재지 비공개로 인한 사례 연구의 특성 상실, 연구방법의 면담 편향 등이 발견되었다. 후속 연구로 맥락이 분명하게 드러난 사례에 대한 고찰과 교육공동체 외부의 의견이 반영된 연구로의 확대가 필요하다.

영문 초록

This research conducted a qualitative meta - synthesis of case studies on free semester policy; it investigated the policy acceptance of teachers on the free semester system, the activation of career education which is the main goal of this policy, and the academic achievement that has been controversial since the inception of the policy. On teachers policy acceptance, teachers recognized that the workload and stress was elevated due to new policy while it was positive signal that cooperation and communication were encouraged among teachers for the reorganization of curriculum. In addition, the free semester system provided an opportunity to transform the awareness of teachers identities, but it also appeared to bring controversy over their identity. Strengthening career education , one of the main goals of the policy, made policy effect. First of all, the opportunities to have career education, rarely available in the existing curriculum, has been increased. However, it is pointed out that the first graders of junior high school was considered still premature for exploring career path and issues on disconnection from general semester and lack of infrastructure were unsolved. In terms of academic achievement, students education changed into experience-based from knowledge-based. However, there was also a concern that polarization might occur due to differences in academic achievement. Publication bias, insufficient information of the case, and inclination to specific research method were also found.
