교육책무성 관점에서 본 교원 성과상여금 평가기준 실태 분석 (경기도 내 초등학교를 중심으로)

국문 초록

이 연구는 교원 성과상여금 평가기준을 교육책무성 유형(행정적, 전문적, 도덕적, 고객지향적)에 따라 분류하고 이를 바탕으로 교원 성과상여금 평가기준의 실태를 분석하여 교육책무성 제고를 위한 교원 성과상여금 평가가준의 시사점을 도출하는데 목적이 있다. 이를 위해 경기도 내 초등학교 90개교의 교원 성과상여금 평가기준을 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 평가기준을 교육책무성 유형별로 분류한 결과 행정적, 전문적 책무성이 매우 높은 비율을 차지하고 있었다. 둘째, 평가내용과 관련하여 투입차원의 평가지표가 가장 많았고, 산출 차원의 평가지표가 가장 적었다. 셋째, 평가방법과 관련하여 평가지표는 대부분 객관적 지표로 이루어져 있었고, 이는 행정적 책무성과 정적상관을 나타냈다. 넷째, 평가자와 관련하여 평가주체는 대부분 교사로 이루어져 있었고, 관리자와 학부모의 순으로 나타났다. 관리자는 도덕적 책무성, 학부모는 고객지향적 책무성과 정적상관을 나타냈다. 이를 통해 다음과 같이 제언하였다. 첫째, 도덕적 책무성을 평가할 수 있는 평가기준의 개발이 필요하다. 둘째, 고객지향적 책무성을 평가할 수 있는 평가기준의 개발이 필요하다. 셋째, 투입보다 과정 및 산출 차원의 평가기준의 비율을 높여야 한다.

영문 초록

This study classifies evaluation teacher s performance-based payment criteria according to educational accountability type (administrative, professional, moral, client-oriented) and analyzes the actual condition of evaluation teacher s performance-based payment standard. The evaluation performed in a total of 90 schools in Gyeonggi Province, were randomly sampled and analyzed. The followings are main findings of this study. First, as a result of classifying the evaluation criteria by educational accountability type, administrative and professional accountability accounted for the highest percentage. Second, regarding the contents of evaluation, the evaluation index of input dimension was the most. Third, in relation to the evaluation method, most of the evaluation indicators consisted of objective indicators. Fourth, most of the evaluators were teachers. So, I suggested the following. First, it is necessary to develop evaluation criteria that can evaluate moral accountability. Second, it is necessary to develop evaluation criteria that can evaluate client-accountability. Third, the ratio of evaluation criteria for process and output dimension should be increased rather than input.
