경기도 기지촌 여성노인 실태와 정책방안

국문 초록

본 연구의 목적은 기지촌에서 성매매를 경험한 경기도 내 생존 여성노인들에 대한 사회적 관심을 일으키고 이들에게 필요한 사회적 서비스를 마련하기 위해 생활실태 및 욕구를 조사하는데 있다. 이를 위하여 기지촌여성에 관한 문헌조사，설문조사，심층면접을 실시하였다. 실태조사를 분석한 결과 첫째, 기지촌 여성들은 당시 시대적으로 절대적인 빈곤상태에서 생존을 위해 기지촌을 선택할 수밖에 없었다. 둘째, 이들이 기지촌을 떠날 수 없었던 이유는 더 이상 갈 곳이 없거나 할 수 있는 일이 없어서, 자포자기, 자녀양육，눈덩이처럼 불어난 빚 때문이었다. 셋째, 이들은 기지촌에서 낙태, 자살시도，폭행，약물복용 등 인권을 유린당하는 비참한 생활을 경험하였다. 넷째, 기지촌에서 성매매를 하도록 유인하고 알선한 정부는 기지촌 여성에 대한 책임이 크다. 현재 쪽방에서 빈곤과 질병에 시달리는 이들의 노후대책이 시급하다. 실태조사에 따른 정책 및 대처방안은 기지촌여성노인에 대한 사회적 배제 시정과 지원을 위한 법률과 조례 제정 및 지원，기지촌 혼혈인지원 대책 그리고 경기도와 평택시의 성매매여성을 위한 대책 등이 제안되었다.

영문 초록

The purpose of this study is to research into the actual condition and a desire for living in these people in order to grasp the policy and practical data for stirring up social concern in the surviving elderly women within Gyeonggi Province, who experienced prostitution in Gijichon, and for arranging social service necessary for these people. For this, it carried out literature survey, questionnaire research, and in-depth interview on women in Gijichon. As a result of analyzing the survey of the actual condition, first, women in Gijichon couldn t help selecting Gijichon aiming at survival in an absolute poor situation historically at that time. Second, reasons why these people couldn t leave Gijichon, were because of having no place to go any more or nothing that they can do, of self-abandonment, of child rearing, and of the swollen debt like snowball. Third, these women experienced miserable life of being violated human rights such as abortion, suicide attempt, violence, and drug use in Gijichon. Fourth, the government, which induced and recommended prostitution in Gijichon, is greatly responsible for women in Gijichon. The countermeasure against the later years in these people, who suffer form poverty and disease now in Jjokbang(American style shotgun houses), is imminent. As for the policy and a coping plan according to the survey of the actual condition, it was indicated to be urgent in the enactment of law and rules for amending and supporting social exclusion of elderly women in Gijichon, countermeasure against a support for people with racial mixture in Gijichon, a support of law for social-welfare service, and countermove against prostitutes in Gyeonggi Province and Pyeongtaek city.
