국문 초록

본 연구에서는 우리나라 서비스 산업 분야의 표준현황 및 관련 정책, 주요 외국의 서비스표준 현황에 대해 살펴보았다. 또한 서비스의 품질향상 및 서비스 이용 소비자의 복지증진을 위해 서비스표준 제정이 필요한 분야를 조사하였다. 게다가 서비스 산업분야의 표준정책의 문제점을 파악하고 서비스표준정책의 효율적 운영을 위한 방안을 모색하였다. 본 연구의 주요 결과를 제시하면 다음과 같다. 첫째, 지금까지 우리나라 서비스산업 분야 표준정책은 서비스 질 향상 및 소비자복지 증진 나아가 서비스산업 경쟁력강화에 미치지 못하고 있다. 따라서 서비스표준에 대한 인식 개선 및 적극적 홍보로 신서비스 분야, 미래 산업발전이 될 수 있는 서비스분야 표준이 확대되어야 한다. 둘째, 서비스의 질 향상 및 표준화가 시급한 분야에 대한 조사가 선행되어야 한다. 본 연구는 한국의 미래 산업발전이 될 수 있는 관광, 의료, 교육, 고객접점 분야, 고부가치 지식서비스, 생활밀착 서비스 분야의 서비스표준 정책이 활발하게 이루어져야 한다고 제언하고자 한다. 셋째, 전문가를 대상으로 서비스표준 제정이 필요한 분야를 조사한 결과 금융서비스 분야의 표준이 필요하다는 요구가 많았고 지방자치단체의 다양한 복지정책의 표준화, 대학 입시절차 및 서류 등의 표준화, 전통문화 분야의 표준이 필요하다는 의견이 제기되었다. 끝으로, 서비스 산업 분야의 표준정책의 방향을 제언하면 사회수요적 표준정책 강화, 국민생활과 밀접한 표준정책, 서 비스 산업경쟁력 강화를 위한 표준 활성화, 민간의 표준참여확대, 부처간 협업, 해외 서비스표준정책 우수사례 벤치마킹, 서비스표준관련 조사 및 연구강화, 서비스표준 수요조사확대, 효율적 서비스표준제안시스템 구축, 서비스표준화 교육홍보 프로그램 마련, 서비스표준화활동 지원 강화 등이다.

영문 초록

This study searched the present conditions of service standards and governmental policy of service standards in Korea and reviewed the service standards of other countries. In addition, this study investigated what is necessary to be standardized in service industry area to increase service quality and welfare of consumer. Furthermore, this study tried to find the problems of standards policy relating service industry and directions for the effective governmental policy of service standards. The results of this study were below. First, up to now, governmental policy of service standards in Korea was not enough to increase service quality, welfare of consumer, and service industry competency. So, while improving of awareness of service standards and advertising service standards, standardization must be enlarged in the area of new service industry area and service area resulting in developing future service industry competence. Second, it is necessary to research what areas must be standardized to increase service quality. This study suggested that governmental policy of standards must be focused on the areas of travel, medical service, education, customer service, knowledge service relating high-value industry, and service area closed to consumer life. Third, results based on the interview with professionals showed that it is necessary to be standardized in the area of financial service, various welfare policies by local governments, documents and process to get admission from university, and Korean traditional culture. Finally, suggestions relating the directions for the effective governmental policy for service standards were to enlarge standardization reflecting societal demand, standards policy closed to consumer life. In addition, it is suggested to have standardization strengthened for the service industry competency, consumers’ high participation in the process of standardization, co-work among governmental parts, benchmarking successful standards policy of foreign countries, vitalization of research for service standards, investigation frequently for the demand of service standards, effective system to reflecting the request of service standards by consumers, and education and advertisement about service standards.
