국문 초록

본 논문은 김대중 정부에서 노무현 정부로 이어지는 자유주의 정부 10년 간 한국 복지체제가 어떻게 변화했는지를 비교역사분석 방법을 활용해 검토했다. 자유주의 정부 10년 동안 한국의 산업구조는 노동과 숙련을 배제하고 자동화에 의존하는 재벌 대기업 중심의 수출주도적 성장체계가 더 강화되었다. 대기업과 중소기업 간의 격차는 커지고, 연관관계는 더 약화되었다. 이런 조건에서 자유주의 정부가 취한 사회보험 중심의 복지확대는 공적 사회보장제도에 포괄되는 집단과 배제되는 집단의 경계를 더 분명하게 만들었다. 결국 자유주의 정부 동안 한국 복지체제의 역진적 선별성은 강화되었다.

영문 초록

This paper examines the changes in the Korean welfare regime during the decade of the liberal government, which extends from the Kim Dae-jung to the Roh Moo-hyun government. To this end, this paper first examined the changes in the industrial structure that underlie the welfare regime. During the decade of the liberal government, Korea s industrial structure has been strengthened by an export-led growth system centered on large conglomerates that relied on automation to exclude labor and skills. The gap between large enterprises and SMEs widened and the linkages were weakened. Under these conditions, the welfare expansion of the social insurance has made a thick barrier between the group covered by the public social security system and the group that were excluded. Ultimately, during the decade of liberal government, Korean society was divided into three different groups.
