국문 초록

한국 사회에는 인종적․민족적으로 다양한 인구집단이 지속적으로 증가하고 있지만, 다문화에 대한 인식과 편견이 존재한다. 본 연구는 다문화청소년에 대한 인권 침해와 차별 행위가 인권 존중 의식의 부족에서 나타나고 있다는 점에 주목하여 인권의 관점에서 교육적 해법을 탐색하고자 하였다. 이를 위해 우리나라의 다문화청소년 현황과 인권실태를 확인하고 인권의식을 향상시키기 위한 다문화 인권교육 실태를 파악하였다. 다문화청소년의 인권보호를 위한 인권교육의 방향을 제시하면 다음과 같다. 첫째, 다문화 인권교육이 시민성과 시민권에 관한 교육으로 사회통합을 목적으로 진행되어야 한다. 인권감수성함양을 위한 실천중심적인 교육내용을 중심으로 자신의 존엄과 가치를 이해하고 타인의 인권을 존중할 수 있는 교육이 진행되어야 할 것이다. 둘째, 인권교육은 인권의 중요성을 이해시킴으로써 자신과 타인의 권리를 보호한다. 다문화청소년을 위한 인권교육은 보편적 관점에서 모든 청소년을 대상으로 진행되어야 한다. 셋째, 다문화청소년을 위한 인권교육이 교사뿐만 아니라 청소년관련기관 종사자를 대상으로 이루어질 수 있도록 대상과 범위를 구체화하고 의무규정을 제정하여야 한다.

영문 초록

While racial and ethnic diversity continues to increase in Korean society, there is a perception and bias towards multiculturalism. This study was aimed at exploring educational solutions from a human rights perspective, noting that human rights violations and discrimination against multicultural youth are arising from the lack of human rights respect and consciousness. To this end, the status of multicultural youth and human rights conditions were verified. It also identified the status of multicultural human rights education to enhance human rights awareness. The following is the direction of human rights education for cultural teenagers. First, multicultural human rights education should be conducted for social integration purposes as education about Civility and citizenship.In particular, education should be conducted to understand the dignity and value of education and respect other people s human rights. Second, human rights education protects oneself and others rights by understanding the importance of human rights. Human rights education for multicultural youth should be conducted on a universal basis for all adolescents. Third, the targets and scope of human rights education for multicultural youth should be specified and the mandatory regulations should be established so that it can be conducted not only for teachers but also for youth-related institutions.
