국문 초록

본격적인 제도화 이후 길지 않은 시간 동안 사회서비스는 많은 변화를 보였다. 취약계층에 대한 돌봄의 공적 책임을 넘어 전 국민의 생애 주기에 맞추어 필요한 서비스를 제공해야 하는 단계에까지 이르렀고, 세계적인 저출산 고령화 현상은 사회서비스의 수요를 더욱 증가시키고 있다. 그러나 이보다 더 급격한 변화는 기술의 발전이다. 항상 기술은 사회보다 앞서 있었다. 그간 기술개발은 전문가나 공급자 주도로 이루어졌으며 사람들은 복잡한 작동 원리는 모른 채 ‘사용자’의 위치에 머물렀다. 사회서비스에도 기술이 스며들면서 고령의 제공인력도 스마트폰으로 바우처를 결제하는 현실이지만 ‘사회서비스’와 ‘기술’은 여전히 이질적인 결합으로 느껴진다. 비관적이든 낙관적이든 기술은 진보하고 있고 사회서비스에 기술을 접목하려는 시도가 활발히 일어나고 있는 지금, 우리는 미래의 사회서비스를 어떻게 그려볼 수 있을까? 휴먼서비스 제공자로서 우리의 위치와 역할은 어떻게 될 것인가? 전문가들의 영역으로만 여겼던 기술에 압도당하지 않고 이를 활용하는 자리에 설 수는 없는 것인가? 본 연구는 이러한 질문에 답을 찾기 위해 시작되었다. 근래 과학기술계에서 대두된 개발모델 패러다임의 전환과 리빙랩 개념은 ‘사용자’의 위치를 기술개발의 파트너로 격상시키고 있다. 또한 북유럽에서 제시되어 서구에 확산되고 있는 ‘복지기술’은 당면한 사회문제의 해법으로 기대를 모으고 있다. 사회서비스에 인공지능, IoT, ICT, 로봇 등의 기술을 접목하는 복지기술은 신산업 성장과 삶의 질 향상이라는 목적을 이루기 위한 전략으로 활용되고 있다. 이런 상황을 보건대, 사회서비스 종사자의 역할은 현장을 가장 잘 아는 현장 전문가로서, 기획자로서, 아이디어 제안자로서 기술개발의 동등한 파트너가 될 수 있을 것이다. 그러나 미래 사회서비스에서 우리의 역할과 위치는 무엇인가에 대한 가장 우선적인 대답은 ‘인간적인’ 서비스 제공자일 것이다. 기계가 대체할 수 없고, 대체해서도 안 되는 영역이 우리가 서야 할 곳이기 때문이다.

영문 초록

Since the full institutionalization, social services have undergone many changes for a long time. It has reached a stage where it is necessary to provide the necessary services according to the life cycle of the whole nation beyond the public responsibility of care for the vulnerable class, and the global low fertility aging process is further increasing the demand for social services. But a more rapid change is the development of technology. Technology has always been ahead of society. Technological development has been led by experts and suppliers, and people have stayed in the user position without knowing the complex operating principle. As technology penetrates into social services, it is a reality that aged service providers pay vouchers with smartphones, but social services and technology still seem to be a heterogeneous combination. Whether pessimistic or optimistic the technology is advancing, and now that attempts to incorporate technology into social services are taking place, how can we visualize future social services? What will be our role and position as a human service provider? Is it not possible to stand in the position to utilize this technology without being overwhelmed by the technology that was only regarded as the domain of experts? This study began to seek answers to these questions. In recent years, the transition of the development model paradigm and the concept of ‘Living Lab’emerged in the scientific and technological world has raised the user position as a partner of technology development. In addition, welfare technology , which is presented in Northern Europe and spreading in the West, is expected to be a solution to social problems in the present. Welfare technology that integrates artificial intelligence, IoT, ICT, and robot technology into social services is used as a strategy to achieve new industry growth and quality of life improvement. In view of this situation, the role of social service provider can be an equal partner of technology development as a field expert, a planner and an idea proposer who knows the field best. But the first answer to our role and position in future social services will be a human service provider. This is because we are in the area where machines can not and can not be replaced.
