국문 초록

본 연구는 기초노령연금법의 정책결정과정을 킹돈(Kingdon)의 정책결정이론을 통해 분석하고, 그것이 시사하는 함의를 도출하고자 하였다. 분석결과, 기초노령연금법의 경우 정당과 정부의 각자 이해관계에 의해서 만들어졌지만 노인들의 욕구와 그들의 정치적 영향력이 다양한 통로를 통해 정치체계 내로 반영되어 노인들과 그들을 대표하는 이익집단이 정치권과 연대함으로써 만들어진 결실이라고 할 수 있다. 연구결과를 토대로 한 함의는 정책결정과정 혹은 정책 실시 후에 발견될 문제를 미연에 방지하기 위해 정책대안들을 비교하고 분석하는 과정은 공식화도어야 하고, 기초노령연금은 전 국민을 포괄할 수 있는 소득보장체계로 기능할 수 있도록 대상자를 확대하고 소요재원을 확보하여 현실에 적합한 급여를 책정해야 한다는 것이다.

영문 초록

This study analyzed and researched decision-making processes of Basic Old-Age Pension Act through policy stream model of Kingdon, and tried to deduce suggesting applications. From the research result, Basic Old-Age Pension Act could be said as a fruition having been made by aligning political circles from interest groups representing the elderly and themselves by reflecting needs of the elderly and their political influences through various routes, even though the act was made by each advantages and disadvantages of the party and government. Based on the results, applications are appeared same as following 2 ways. First, the process of comparing and analyzing policy alternatives suggested by policy makers has to be formalized so as to prevent from discoverable problems in advance after policy-making process or policy’s execution. Second, subjects shall be expanded so that the basic old-age pension could be worked as income-guaranteeing system that are able to comprehend the whole nation, and suitable pay levels to actuality have to be allotted by ensuring required funds Therefore, re-structuring national pension and basic old-age pension shall be premised.
