노인 돌봄 기관의 요양보호사 처우에 대한 사례연구: 지역 및 운영주체를 중심으로

국문 초록

본 연구는 지역 및 운영주체별로 노인 돌봄 기관의 요양보호사 처우는 차이가 있는지 살펴보았다. 이를 위하여 노인 돌봄 기관의 유형을 영리 기관, 비영리 기관, 사회적 경제조직으로 구분하고, 돌봄 기관의 위치를 도시와 농촌으로 구분하여 요양보호사 처우가 어떻게 차이가 있는지 살펴보았다. 연 구방법은 질적 조사 방법을 활용하였다. 연구결과를 통하여 지역별 운영주체별로 노인 돌봄 요양보 호사의 처우를 개선할 수 있는 여섯 가지 방안을 제언하였다. 첫째, 지역 특성과 관련하여 농촌지역 의 요양보호사 양성이 필요하다. 둘째, 운영주체와 관련하여 영리기관의 요양보호사에 대한 보수교육 지원, 일자리연계지원이 필요하다. 셋째, 노인돌봄기관의 요양보호사의 근로계약서에 휴게시간(60분 중에서 50분 근무, 10분 휴식 가능) 명시하고, 서비스 이용자 및 가족에게도 기관차원에서 설명해주 는 과정이 필요하다. 넷째, 요양보호사에 대한 인식개선을 하기 위한 사회적 노력이 필요하다. 다섯 째, 돌봄 인력을 지원하기 위한 고충처리통로가 마련되어야 한다. 여섯째, 돌봄 인력에 대한 차량지 원, 교통비 지원이 필요하다.

영문 초록

This study was aimed to know elderly carer-oriented working conditions. Especially, it was focused on the region and types difference of management of elderly care institution. Types difference of management of elderly care institution was three types, profitable organization, non-profit organization, social economic organization and the regions are classified into urban and rural. The method of study was qualitative research method. It was suggesed to six improvement strategies of labor conditions for elderly helper on the basis of research results. First, it required to training as a elderly helper of rural region related to regional characteristics. Second, it need to educational and linked job support toward to elderly helper of profitable organization related to types of management of elderly care institution. Third, they would be sign an employment contract between elder helper and elderly care institution, agreed to the work conditions, to have a coffee break(ten minutes break per one hour working) before they signed up for their jobs was the key point. Fourth, It is an important step in improving awareness of elder helper and their job. Fifth, it must be install a grievance machinery to supporting of elderly helper. Sixth, it required to a backup of cars and transportation expenses supporting.
