우리나라 교육과정기준 문서 다층화의 문제점과 개선 방안 탐색

국문 초록

본 연구는 그간 논란이 되어 온 교육과정 결정과 문서 개발의 권한을 국가-지역(시？도 교육청 및 교육지원청)-학교 수준으로 다층화한 구조가 지닌 문제점을 학교중심 교육과정의 질 높은 구현 측면 에서 살펴보았다. 이를 위해 우리나라 교육과정 편성？운영의 근거가 되고 있는 교육법과 국가교육 과정기준 총론에 나타난 교육과정 결정 구조를 확인하였고, 국가교육과정기준 문서와 시？도 지침들 을 비교 분석하였다. 연구 결과, 각 시？도교육청에서 매년 개발하고 있는 지침의 형식과 내용은 국 가교육과정기준 문서와 동일하거나 대동소이하여 국가교육과정기준의 기능을 약화시키고, 시？도 지 침의 지역간 특색도 부족한 가운데 학교 수준에 도달해서는 교육과정적 요구의 과잉 문제를 낳고 결과적으로 단위학교의 자율성？특수성？지역성 발휘를 위축시켜왔다. 이에 본 연구에서는 교육청과 교육지원청이 중간 단계 옥상옥(屋上屋)의 교육과정기준을 만들어 학교에 하달하는 것을 개선하여, 세계적？국가적인 보편성과 공통성을 반영한 학교 밖의 ‘국가교육과정기준’과 시？도 및 학교를 둘 러싼 지역의 특수성과 자율성을 반영한 학교 안의 ‘학교교육과정기준’의 두 체제로 교육과정기준 문 서를 이원화할 것을 제안하였다. 지방자치제 속에서 이런 제언은 논란을 낳을 수 있지만, 시？도 교 육청과 교육지원청은 학교가 국가기준을 바탕으로 지역 및 학생의 특성과 요구를 수용하여 질 높고 우수한 교육활동을 계획하고 실천할 수 있도록 ‘지원’하는 역할을 하는 것이 더 적절할 것이다.

영문 초록

The purpose of this study is to investigate the problems of multi-layered system in the curriculum decision making and curriculum standards documents development; and to suggest improvement ways necessary for realization of the school-centered curriculum in terms of the curriculum decision. As a result, the form and content of the MPOE (Metropolitan and Provincial Offices of Education) Curriculum Arrangement and Implementation Guidelines, developed by the Educational Office of each region, were composed the same as or similar to the content of the national curriculum standards document; so, they emasculated the national curriculum standards, and it was hard to identify any distinctions among the MPOE Guidelines by several regions. Moreover, in the diversified structure, schools are oversupplied by demands and rules to follow, and they rather have a difficulty in displaying autonomy. Therefore, this study suggested that the MPOE do not make the middle-level curriculum but abolish this, and dualize the curriculum composed of two systems instead: the national curriculum standards outside of school that reflects globally and nationally universal validity; and the school curriculum standards inside of school that reflects regional characteristics of schools and cities and provinces. The MPOE should play a role of ‘supporting’ schools, so that they could plan and operate fine and excellent educational activities.
