교육복지와 학교의 역할: 교육복지투자우선지역 지원사업을 중심으로

국문 초록

이 글에서는 교육복지투자우선지역 지원사업(교복투 사업)을 시행하고 있는 2개 학교를 대상으로 한 관찰과 면담 자료에 기초하여 학교 현장에서 이해하고 있는 교육복지 개념 및 그와 관련한 학교 역할 규정 방식을 드러내 보고자 하였다. 연구 결과, 교복투 사업을 통해 학교 구성원들은 교육복지라는 용어를 사용하기 시작하였으며, 교복투 사업과 교육복지를 동의어로 사유하고 있었다. 이들이 이해하고 있는 교육복지는 ''이제까지 학교가 관심을 기울이기 어려웠던' 가정이 제 기능을 하지 못하는 아이들과 긴밀한 관계를 형성하고 그에 의해 학생들의 삶을 이해하여 그들의 필요에 총체적으로 대응하는 것'이다. 이를 학교 관계자들은 '엄마의 역할'이라 표현한다. 교복투 사업 학교에서 이해하고 있는 교육복지는 결핍에 대한 지원보다는 관계 형성에 초점을 두는 개념이다. 이러한 교육복지가 학교의 주요 역할이 되어야 한다고 보는 교사들이 있는가 하면 교육복지는 학교 밖에서 수행되어야 할 사회복지 영역이며 학교 역할의 핵심은 교과 수업에 있음을 강조하는 교사들이 있다. 두 학교 모두에서 이러한 관점이 공존하고 있으나 교복투 사업을 수행하는 주체들이 지닌 학교 역할에 대한 관점이 두 학교 사업 운영 방식의 특징을 만들어내고 있다. 향후 학교는 정해진 국가교육과정 운영에 그 역할을 한정하기보다 학생의 삶에 대한 이해에 기반 하여 교육내용을 만들어 가는 주체로서 그 역할 범위를 확대해 나가야 할 것이다.

영문 초록

This study tried to identify the concept of 'education welfare' and the view of the scope of school education which teachers have in the school context. For this purpose, I interviewed teachers, students, parents, and other school staffs and observed the programs of the two schools which are implementing the Education Welfare Priority Zone Plan. The word, 'education welfare' is used as a synonym with the Education Welfare Priority Zone Plan in these schools. The school members understand the meaning of 'education welfare' as the supports for disadvantaged groups who are short of parents' supports. They emphasize that education welfare is just not the supports for financial or academic deficiencies, but the establishment of close relationships between teachers and students. Teachers can find the real needs of students and try to search for ways of providing whole supports for the students within close relationships with them. Teachers say that is 'the same role as mom.' There are two groups of teachers in the schools with different views of the scope of school education. One group is the teachers who think education welfare should be the main part of school education even though most schools did not have to function in this capacity in former days. Other teachers insist that they should focus on teaching school subjects in classroom. Even though there are two different views about education welfare in each school, the Education Welfare Priority Zone Plan has been implemented on the view of the personnel who have had the main role in each school. In the future, instead of limiting their roles to just following the national curriculum, schools need to expand the scope of their education based on the better understanding of the lives of the students.
