대전의 동서지역 교육격차실태와 해소방안

국문 초록

이 논문에서는 지역수준에서 교육격차 실태를 분석하고, 교육지원현황 및 문제점을 파악한 뒤 교 육격차 해소를 위한 방안을 제시하고자 하였다. 동서지역의 교육격차 실태를 알아보기 위해 대전시 교육청의 통계자료 및 내부 자료와 통계청자료를 사용하였다. 그 결과 생활실태와 교육실태 면에서 동부지역이 서부지역에 비하여 낙후된 것으로 나타났다. 교육지원 현황과 관련한 문제점들은 교육 계에 종사하고 있는 전문가들의 집단토론 및 면접을 통하여 첫째, 교육복지에 대한 인식 및 지원체 계 부족, 둘째 교사의 업무부담 과중과 학생의 관리문제, 셋째 지역사회와의 연계협력 부족, 넷째 상향식 정책 결정 및 실행에서 오는 교육정책에 대한 불신으로 파악되었다. 따라서 해소방안으로 첫째 지역 간 학교시설 격차 해소 및 형평성 있는 학교의 재배치, 둘째 교육부적응 및 교육소외 계 층에 대한 교육지원의 확대, 셋째 구성원들의 인식제고 및 교육복지 정책의 하향식 결정과정을 통 한 자율과 참여의 확보, 넷째 범정부 차원의 지원을 통한 저소득 지역의 교육?문화?복지 수준의 총체적 제고, 다섯째, 지자체?자치구 교육재정 지원을 위한 조례제정을 제시하였다.

영문 초록

The purpose of this paper is to examine the actual situation of educational gap and educational welfare in Daejeon, and after grasping the problem to make a counterproposal. To find out the existing educational gap between the east and west side of Daejeon, statistical and internal data provided by Daejeon Ministry of Education and Korea National Statistical Office were analyzed. The result showed that in terms of living and educational conditions the east side lags behind the west. To find out the status of educational support and its related problems, group discussions and interviews were carried out with educational professionals, and the problems were discovered to be as follows: first, a lack of proper understanding about educational welfare and its support system; second, overburdened teachers and problems with student management; third, a lack of community networking; and fourth, misunderstanding about the top down policy making process and practices. Therefore, in order to resolve the problems, the researcher recommends the following: first, to eliminate the quality gap between school facilities and to reallocate schools to promote balance; second, to expand educational support for educationally maladjusted and alienated groups; third, to expand autonomy and participation through bottom up policy making process and raising awareness; forth, to improve education, culture and welfare for lower class family on a nationwide level; and finally fifth, to legislate regulation for improvement of local, provincial educational finances.
