‘내신제’ 도입의 사회적 성격에 관한 연구 - 1930년대를 중심으로 -

국문 초록

이 연구의 목적은 일제 강점기였던 1930년대를 중심으로 내신제 도입의 사회적 성격을 분석하는 것이다. 내신제는 중등학교 입시에서 학과목의 지필시험을 폐지하고 대신에 학업성적, 신체검사, 성 행 등을 종합적으로 판단하여 입학생을 결정하는 방식이다. 내신제는 소견표(所見表)라는 이름으로 1927년 중등학교 입시에 처음으로 도입되었으며, 1939년 모든 중등학교로 확대 실시되었는데, 여기 에서는 내신제 도입의 사회적 배경과 그 성격 그리고 내신제도 실시를 둘러싼 갈등 등을 밝히고자 한다. 연구방법으로는 1920-30년대 입시와 관련된 법령, 조선총독부 자료, 단행본, 신문, 잡지 등을 분석한다. 연구결과 조선에서 내신제는 초등학교 교육의 입시기관화 해소, 황국신민화, 그리고 중등 학교 진학열망의 냉각이라는 의도에 따라 도입되었다. 그러나 내신제는 학생기록의 신뢰 문제, 학교 및 학급 간 학력차 반영 문제, 초등학교와 중등학교 간의 입시주도권 문제 등으로 오래 지속되지 못하였다. 내신제 도입의 역사적 경험은 현재 진행되고 있는 내신제 논의가 오래된 내신제 문제의 현재화라는 사실을 알려주고 있다.

영문 초록

This paper analyzes the social characteristics of the student records policy(nae-shin, 내신) for secondary admission, with the focus on 1930s when the system was first introduced by Japanese colonial government. This paper has two parts. First, the history of student record system is considered. The main role of school record was only to manage and administer school, and not to be used for admission. In the late 1930s, written-test method was abolished by the introduction of the student record system for secondary admission. The rapid systematization of student records method resulted in the abolition of the written-test system for promotion and admission that was prompted. Second, to explore the social background of the student record policy that was introduced by Japanese colonial government. Japanese colonial government introduced the student record system for several intentions. Firstly, to overcome a prepared function for entrance of primary school; secondly, to normalize Koreans' mentality; thirdly, to cool Koreans' educational aspirations; and lastly, to select and train Koreans to be Japanese soldiers.
