비행청소년 대상 사회교육 프로그램의 성격과 개발 방향

국문 초록

비행청소년 집단은 가장 우선적으로 교육의 수혜자가 되어야 함에도 불구하고 기존의 제도화된 학교교육에 잘 적응하지 못하는 소수 집단이라는 이유로 인하여 학교교육과 사회교육 양측으로부터 소외되어왔다. 이 글에서는 이 점을 문제점으로 제기하고 사회교육의 개념에 근거하여 비행청소년 집단은 민중성과 생활중심성을 본질적 특성으로 하는 사회교육의 주요 관심 대상이 되어야 한다는 점을 드러내었다. 또한 비행청소년에 대한 사회교육은 이들의 가정교육과 학교교육에서의 결손을 보완해줄 수 있도록 지역사회공동체가 중심이 되는 지역사회교육이 주도적 역할을 하여야 한다고 주장하였다. 다음으로 비행청소년에게 효과적인 지역사회교육 프로그램의 특성과 평가 기준을 국내외 지역사회교육 프로그램의 시행 경험에 근거하여 정리하구 우리나라 비행청소년 대상 지역사회교육 프로그램의 개발 방향을 비행 예방교육 프로그램과 재활교육 프로그램으로 구분하여 제시하였다.

영문 초록

This article is to examine the nature and the role of social education for juvenile delinquents in Korea, and to suggest the strategies for improvement of social education programs, namely delinquency prevention programs and rehabilitation programs. The juvenile delinquents have been alienated from both school education and social education due to their minority of juvenile group and the particularity. Because “democratic humanism” and “everyday life-centered” have been characteristics of social education in Korea. In view of the nature of social education, the juvenile delinquents must be a core target group of the social education. And community-based education in social education has to play an important part to complement education deficiency of the juvenile delinquents in family and school. For reducing juvenile delinquency, it is necessary to develope the prevention programs that give weight to effective early interventions, diversified program tailored to the individual needs of juveniles, assistance to family functions, emphasis of multisystemic treatment, and social welfare for the lower classes. Also for reintegrating the juvenile into community and preventing delinquency, the rehabilitation programs in community-based education should be improved in direction to holistic and intensive approaches, practical use of social workers or counselors, emphasis of a case management, inclusion of the family counseling or parents education, and intensive aftercare services.
