국문 초록

본 연구는 5․31 교육개혁이 국내의 교육정책 주체들만의 활동의 소산일 뿐만 아니라 국제 기구(International Organization: IO)의 영향력이 있었는지를 밝히려고 하였다. 또 한 5․31 교육개혁은 한국교육이 글로벌 교육정책 장(Global Education Policy Field: GEPF)에 편입되는 계기가 되었음을 실증하려고 하였다. 연구 목적을 달성하기 위하여 선행 연구를 검토하고 교육개혁 과정에 관여한 전문가 들과 인터뷰를 진행하였다. 특히 당시 OECD에 파견되어 근무하던 교육 관료가 교육부 와 청와대 등에 보낸 각종 활동 보고 자료를 수집하여 분석하였다. 본 연구 결과, 문민정부 교육개혁의 1차 보고서와 2차 보고서 간의 차이를 통하여 국 제기구의 영향력을 확인하였다. OECD는 1980년대 들어 학교 자율 운영 담론을 중심으 로 신자유주의적 교육개혁 방안에 관한 논의를 진행하고 있었다. 교육개혁위원회의 2 차 보고(1995. 5. 31)를 앞두고, OECD에서 이루어진 논의 내용이 국내의 교육개혁 과정 에 전달되고, 상당한 내용이 수용되었다. 이 연구는 국제 기구가 국내 교육개혁 과정에 일정한 영향을 발휘하였음을 실증하고, 결과적으로 5․31 교육개혁은 한국교육이 글로벌 교육정책 장에 본격적으로 편입되는 계기가 되었음을 확인하였다.

영문 초록

This study investigated whether May 31st educational reform was not only the result of activities of domestic education policy actors but also that of International Organization (IO), such as Organization for Economic Cooperation and Development (OECD). In addition, this study overhauled the process how 5.31 education reform offered the motive that Korean education became a part of the Global Education Policy Field (GEPF). In order to achieve this purposes, the authors reviewed the existing research, interviewed with the related germane persons and reviewed the couple of reports from an attache of OECD. This study confirmed that the influence of international organizations was significant through the reports from OECD at that time. This study shedded lights on the influence of international organizations, especially focusing on the difference between the 1st and the 2nd report of Kim Young-Sam administration’s education reform. Based on the limitation of this study, the authors suggests that the impact of international organizations on the overall education reform policy during the Kim Young-Sam administration should be addressed.
