사례관리 수행에 있어서 민-관기관의 장․단점, 정보공유의 필요성과 협력 방안에 대한 탐색적 연구

국문 초록

민간과 공공의 사례관리 수행자들을 대상으로 FGI를 하고 분석하였다. 민간기관의 장점으로 민간기관 연구참여자들은 대상자들에 대한 접근성과 라포형성이 용이함을, 공공기관의 통합사례관리사들은 직접서비스 능력과 기관마다의 전문성을 언급하고 있다. 반면, 단점으로는 자원부족, 클라이언트 정보파악의 어려움, 인력부족을 제시하고 있다. 한편, 공공기관의 장점으로 클라이언트의 정보획득이 용이함, 물적 자원의 풍부함, 네트워크 구성능력을, 단점으로는 나쁜 접근성, 라포형성의 어려움, 단기적 문제 해결에 그침이라는 언급을 하고 있다. 요컨대, 민간기관의 장점은 공공기관의 단점으로 보이고, 역의 관계도 성립하는 듯하다. 이렇게 볼 때 사례관리를 수행하는데 있어서 민간과 공공은 상호보완적 관계로 보아야 할 것이다. 사례관리 수행의 모든 과정에서 민간과 공공이 정보공유를 할 필요가 있다고 한다. 요컨대, 정보공유가 민관협력 사례관리의 기초이다. 사례관리수행에 있어서 민-관이 협력해서, 발굴ㆍ접수, 사정, 서비스 계획 수립, 실행, 모니터링과 평가, 종결을 할 수 있다. 민간과 공공이 함께 사정하고 서비스 계획을 수립하는 기제가 통합사례회의인데, 여기에서 주사례관리기관, 사후관리기관을 정하는 것이 바람직하다. 이러한 근거에 의해 몇 가지 제언을 하였다.

영문 초록

FGI was conducted and analyzed for case management practitioners in the private and public sectors. The advantages of the private institutions are that the private institution researchers can easily access the applicants, and the integrated case managers of the public institutions refer to the direct service capability and the institutional expertise. On the other hand, disadvantages include lack of resources, difficulty in grasping client information, and lack of manpower. On the other hand, the advantages of public organizations are that it is easy to acquire information of clients, abundance of physical resources, ability of network construction, bad accessibility, difficulty in forming rapport and solving short term problems. In short, the advantages of private institutions seem to be the disadvantages of public institutions, and the reverse relationship seems to hold. In this sense, the public and the public should be regarded as complementary relations in carrying out case management. It is said that the public and the public need to share information in all stages of case management. In short, information sharing is the basis of management of public-private partnerships. In carrying out case management, the public-private partners can collaborate to find, receive, assess, plan, implement, monitor, evaluate and close service plans. It is an integrated case meeting where the public and the public together assess and formulate a service plan, where it is desirable to establish a case management agency and a post-management agency. On this basis, I made some suggestions.
