국문 초록

한국의 청년정책은 청년실업 문제를 해결하기 위한 대응에서 청년발전과 같은 삶의 전반적인 영역을 고려하는 방향으로 확대되고, 2020년 청년기본법 제정 이후 제도적 기반이 확립되었지만, 다양한 부처 간의 협력 부족, 경로 종속성, 그리고 정책 우선순위 설정의 부족 등으로 인해 청년정책의 효과성에 대한 비판이 제기되고 있다. 이에 본 연구는 청년발전 개념을 바탕으로 청년 하위집단과 정책담당자 간의 정책 우선순위 인식 차이를 분석하고, 이를 통해 정책의 개선 방향을 제시하고자 한다. 주요 분석 결과의 함의는 첫째, 이론적으로 청년발전 관점에서 정책 우선순위를 재평가하고, 정부의 청년이용사업 우선순위를 파악하여 B-W형 Kano모델을 적용함으로써 정책연구의 적용 가능성을 탐구했다. 둘째, 실무적으로 청년집단과 정책담당자들이 주거와 같은 기본적 욕구를 중시하는 점을 강조했다. 셋째, 민감도가 낮은 청년정책 사업들에 대한 재검토와 일몰제 도입의 필요성을 제기했다. 마지막으로, 청년정책의 세부 사업에 대한 정기적인 평가와 제도적 장치 마련을 제안하여 청년발전이라는 정책 목표를 달성하기 위한 실천적 방안을 제공하는데 기여할 것으로 기대한다.

영문 초록

Korea's young adult policy has expanded from responding to the young adult unemployment problem to considering the overall areas of life, such as young adult development, and the institutional foundation has been established since the enactment of the Framework Act on young adult in 2020. However, criticism of the effectiveness of young adult policy has been raised due to the lack of cooperation between various ministries, path dependence, and lack of policy priority setting. Based on the concept of young adult development, this study analyzes the difference in perception of policy priorities between young adult subgroups and policy managers, and suggests directions for policy improvement. First, the implications of this study explored the applicability of policy research by theoretically re-evaluating policy priorities from a young adult development perspective, identifying the government's young adult policy project priorities, and applying the B-W-type Kano model. Second, in practice, it emphasized the importance of basic needs such as housing by young adult groups and policy managers. Third, it raised the need to review low-sensitivity young adult policy projects and introduce a sunset system. Finally, by proposing regular evaluation of detailed projects of young adult policy and the establishment of institutional arrangements, a direction to achieve the policy goal of young adult development was suggested.
