국문 초록

이 연구는 통합적 성과관리 구현을 위해 국무조정실의 성과관리 점검체계와 지표를 진단하고 점검체계 개선방안을 제시한다. 「정부업무평가 기본법」 시행 이후 성과관리 제도가 안정적으로 정착되었음에도 국무조정실의 성과관리 점검은 ‘주요정책부문’에 국한되어, 점검을 통한 여러 평가제도와의 연계·통합관리와 제도의 주기적 개선에는 한계가 있다. 이에, 이 연구는 점검의 대상·범위·시기를 확대하고 전략적 성과관리의 관점으로 전환할 필요성을 제기한다. 이를 위해 이 연구는 국정목표와 연계한 부처의 임무-목표-전략 수립(수직적 통합), 부처 간 협업과제 및 평가제도의 연계·활용(수평적 통합), 계획수립부터 활용에 이르는 성과정보 관리·활용체계(과정적 통합)를 고도화하기 위한 점검체계 및 점검지표의 개선방안을 제시하였다. 또한, 성과관리에 대한 성과관리로서 국무조정실 성과관리 점검이 성과관리 제도 개선에 활용될 수 있도록 점검의 시각을 중·장기 관점에서 범정부 차원으로 점검 대상 평가를 확대하며, 성과정보 측정·생산·관리·활용 체계 전반에 대한 점검을 고도화할 필요성을 제안하였다.

영문 초록

The purpose of this study is to suggest improvements of the performance review system of the Office of Government Policy Coordination (OGPC) by examining the indicators for reviewing the agencies’ evaluation plans, implements and results. Despite of various evaluations system under the Framework Act on Public Service Evaluation, the OGPC’s performance management review primarily on ‘major policy areas’ with little consideration of government-wide strategies, agency cooperation, and other evaluation programs. This limited scope impedes integrated and comprehensive performance management implements. Therefore, it is suggested that the OGPC’s performance review is needed to ensure coherence between whole-of-government goals and agency’s goals including inter-agency collaborations. Furthermore, a whole-process management from planning to utilization of performance information is also recommended. Finally, this research proposes the necessity of extending the scope of performance review to encompass long-term perspective for improving the performance management systems by managing performance management.
