국문 초록

村级民主议事协商制度是发展全过程人民民主的具体制度。村级议事协商制度的创新和发展，是基层治理主体探索发展基层协商民主实现形式、践行全过程人民民主的制度创新表现。安宁市雁塔村，全国村级议事协商创新试验点单位之一，在议题收集、协商流程安排、协商平台搭建、协商成果转化方面创新村级民主议事协商制度，成功探索出基层协商民主实现的新形式，是制度创新践行全过程人民民主的重要举措。雁塔村的创新实践证明，坚持党的领导是践行全过程人民民主的根本政治保证，坚持人民主体地位是党始终坚持的群众路线在基层民主实践中的生动反映，而坚持制度创新和制度建设是持续推进全过程人民民主基层实践的基础性保障。

영문 초록

The village-level democratic deliberation and consultation system is a specific system for the development of whole-process people’s democracy. The innovation and development of the village-level deliberation and consultation system represent the institutional innovation of the main bodies of grassroots governance in exploring the forms of realizing grassroots consultative democracy and practicing whole - process people’s democracy. Yanta Village in Anning City, one of the national innovative experimental units for village-level deliberation and consultation, has innovated the village-level democratic deliberation and consultation system in terms of issue collection, consultation process arrangement, consultation platform construction, and transformation of consultation results. It has successfully explored a new form of realizing grassroots consultative democracy, which is an important measure to practice whole-process people’s democracy through institutional innovation. The innovative practice of Yanta Village proves that adhering to the Party’s leadership is the fundamental political guarantee for practicing whole-process people’s democracy. Adhering to the principal position of the people vividly reflects the mass line that the Party has always adhered to in the practice of grassroots democracy. And adhering to institutional innovation and construction is the basic guarantee for continuously promoting the grassroots practice of whole - process people’s democracy.
