국문 초록

作用客体是政治动员的直接目标，是衡量政治动员成效的重要标准。济南解放后，由于缺乏大城市接管治理经验，复杂的人员成分对党的领导和治理提出较高要求。反革命残余敌对破坏，加剧社会冲突与动荡;部分资产阶级大搞投机活动，扰乱破坏国家经济发展秩序;进步资产阶级渴望融入新社会，囿于社会偏见使其发展受限;人民大众热情高涨，渴望参与社会主义发展建设。不同的客体存有不同诉求，但如何在一穷二白的发展条件下，尽快统一力量形成社会稳定合力是解放后面临的重要任务。为实现经济发展与社会稳定两大目标，中国共产党立足济南人民实际情况，统筹开展政治动员，高效推进了资产阶级分子的社会化改造，实现顺利推进社会主义发展建设的美好愿景。

영문 초록

The object of action is the direct target of political mobilization and an important criterion for measuring its effectiveness. After the liberation of Jinan, due to the lack of experience in taking over and governing a large city, the complex composition of the population posed high demands on the Party’s leadership and governance. The remaining counter-revolutionary elements engaged in hostile sabotage, intensifying social conflicts and unrest;some members of the bourgeoisie engaged in speculative activities, disrupting and undermining the order of the country’s economic development;the progressive bourgeoisie aspired to integrate into the new society but were restricted by social prejudice;the masses were enthusiastic and eager to participate in the development and construction of socialism. Different objects had different demands, but how to quickly unite forces to form a stable social synergy under the condition of extreme poverty was an important task after liberation. To achieve the two major goals of economic development and social stability, the Communist Party of China, based on the actual situation of the people of Jinan, carried out political mobilization in a coordinated manner and efficiently promoted the social transformation of the bourgeoisie, realizing the beautiful vision of smoothly advancing the development and construction of socialism.
