쪽방촌의 화재 및 예방·대응에 관한 연구

국문 초록

본 연구는 소형 밀집 주거시설인 쪽방촌의 화재안전 성능을 확보하고자 하였으며, 이를 서울시 5대 쪽방촌 조사로 인해 확보한 실질적인 문제점과 해결방안을 위한 연구 및 분석을 실시하였다. 쪽방촌의 특성상 처음부터 쪽방촌의 형태를 띈 건축물은 흔하지 않고 공장, 창고 등을 불법 개조하여 판자로 방을 나누어 세를 받는 경우가 많아 화재 발생 시 위험도가 높고 인명피해 발생 가능성도 높다. 따라서 문제점을 직접적인 화재 사례와 기존에 없던 차별화된 방안 제시를 통해 쪽방촌의 문제를 해결하고자 하였다. 또한, 화재 사례들에서 많이 나타난 쪽방촌의 문제점이였던 불법 개조로 인한 소방관들이 화재 시 건축물의 구조를 파악하기 쉽지 않다는 특성을 알게되어 이에대한 해결방안을 연구하였으며, 방안은 쪽방촌 지도를 만드는 것이다. 소방차 진입로와 화재 연기로 인한 쪽방촌 구조를 조금 더 쉽게 파악하고자 지도를 만드는 방안이였지만, 화재 시 발생하는 연기로 인한 가시성 저하로 소방차 안에서 지도를 식별하고 파악하기 쉽지 않다고 파악했다. 본 연구는 쪽방촌에 관련된 화재위험도에 관한 쪽방촌의 특성상 법적으로도 명확하게 분류되어 있지 않아 한계가 분명히 있었다. 따라서 제시된 개선방안들은 법적인 부분을 최대한 제외하고 고려하였으며, 초기화재진압과 주민들의 신속한 대피에 초점을 두고 연구를 진행하였다.

영문 초록

This paper attempted to secure the fire safety performance of thesmall dense residential facility, dosshouse, and conducted research and analysis for practical problems and solutions secured through the survey of the five major dosshouse in Seoul. Due to the nature of dosshouse, buildings in the form of dosshouse from the beginning are not common, and factories and warehouses are illegally renovated and often divided into boards for rent, so in the event of a fire, the risk is high and the possibility of human damage is high. Therefore, this study attempted to solve the problem of dosshouse by presenting direct fire cases and differentiated measures that did not exist in the past. In addition, firefighters learned that it was not easy to grasp the structure of a building in case of a fire due to illegal renovation, which was a problem of dosshouse that appeared in many fire cases, and studied a solution to this. The solution is to create a map of dosshouse. The plan was to create a map in order to make it easier to grasp the structure of dosshouse caused by fire engine access roads and fire smoke, but it was found that it was not easy to identify and grasp a map inside a fire engine due to decreased visibility caused by smoke generated in case of fire. Due to the nature of dosshouse regarding the risk of fire related to dosshouse, this study clearly had limitations because it was not clearly classified legally. Therefore, the proposed improvement measures were considered except for the legal part as much as possible, and the study was conducted with a focus on initial fire suppression and rapid evacuation of residents.
