국문 초록

본 연구는 화학물질 사용 증가에 따른 화학안전사고의 위험성을 분석하고, 군산시, 천안시, 청주시의 화학안전 거버넌스를 비교 분석하였다. 연구의 목적 은 각 도시의 화학안전 거버넌스 운영 실태를 파악하고, 효과적인 지역 화학 안전 거버넌스 구축을 위한 시사점을 도출하는 것이다. 본 연구는 질적 연구 방법을 채택하여 각 지역의 이해관계자를 대상으로 초점집단면접(FGI)을 실 시하였으며, 수집된 데이터는 제도적 요인, 행위자 요인, 상호작용 요인, 환경 적 요인 네 가지 측면에서 분석되었다. 연구 결과, 군산시는 반복적인 화학사 고 경험을 바탕으로 안정적인 거버넌스 운영 체계를 구축하였고, 천안시는 화 학사고 경험은 없으나 예방 활동 강화와 권역별 협의체 운영을 통해 선제적 대응을 시도하고 있으며, 청주시는 전문가 참여와 조직 개편 등의 노력에도 불구하고 거버넌스의 지속적 운영에 어려움을 겪고 있는 것으로 나타났다.

영문 초록

This study analyzes the risk of chemical safety accidents due to increased chemical use and comparatively examines the chemical safety governance in three South Korean cities: Gunsan, Cheonan, and Cheongju. The research aims to understand the operational status of chemical safety governance in each city and derive implications for establishing effective regional chemical safety governance systems. The study employs a qualitative research method, conducting focus group interviews (FGI) with stakeholders in each region. The collected data was analyzed from four perspectives: institutional factors, actor factors, interaction factors, and environmental factors. Results indicate that Gunsan City has established a stable governance system based on repeated chemical accident experiences. Cheonan City, despite lacking accident experience, attempts proactive responses through strengthened preventive activities and operation of regional councils. Cheongju City, despite efforts such as expert participation and organizational restructuring, struggles with sustained governance operation. These findings suggest that activating chemical safety governance requires establishing an institutional foundation, building trust among stakeholders, and strengthening cooperation through regular interactions.
