이주노동자의 의사결정에 관한 연구: 외국인 노동자 혹은 지역주민?

국문 초록

한국사회의 인구학적 위기 속에서 한국 이민자 통합정책의 대상이 고숙련 이주노동자 중심에서 저숙련-준숙련 이주노동자까지 확대되고 있다. 즉, 한국사회에 저숙련-준숙련 이주노동자가 안정적으로 정착하는 것이 국가적 차원뿐 아니라 지역적 차원에서도 중요한 정책목표로 제시되고 있다. 이러한 배경에서 본 연구는 현재 숙련기능인력(E-7-4) 체류자격 소지자와 비전문인력(E-9) 체류자격 소지자를 대상으로 한 초점집단면접 조사자료에 대한 주제분석 방법을 활용함으로써, 한국사회에서 이주노동자가 내리는 주요 의사결정의 동기가 무엇인지를 살펴보고자 하였다. 분석 결과에 따르면, 이주노동자의 의사결정은 ‘외국인 노동자’로서의 노동시장 관련 의사결정에만 국한되지 않으며, 거주지역 및 장기체류 등 ‘지역주민’으로서의 다양한 의사결정을 포괄하였다. 또한, 이러한 의사결정에서 단순히 경제적 동기가 최우선의 동기가 아니라 사회·문화적 이유, 특히 지역사회에서의 사회적 연결망 관련 동기 역시 중요하다는 점을 확인하였다. 이의 시사점으로, 이주노동자, 특히 숙련기능인력의 지역 정주를 위한 정책을 설계하는 데 이들의 다양한 위치성(외국인 노동자이자 지역주민)에 대한 고려가 매우 중요하다는 점을 제시하였다.

영문 초록

Amid the recent demographic crisis in Korea, its immigrant integration policy has expanded to encompass not only high-skilled migrant workers but also low- and semi-skilled migrant workers. Specifically, the settlement of these low- and semi-skilled migrant workers in the society has been presented as a crucial policy goal at both the national and local levels. Against this backdrop, the aim of this study was to explore the motivations behind migrant workers' decision making in Korean society through focus group interviews on labour migrants who hold the 'skilled workforce' (E-7-4) or 'non-professional employment' (E-9) status. The analysis results revealed that migrant workers' decision making in Korean society is not confined to labor market-related decisions as 'foreign workers', but rather includes various decisions as 'local residents', such as residential areas and long-term settlement. Furthermore, it was found that economic motivation is not merely the primary driver; social and cultural reasons, particularly those related to social networks within local communities, are also significant. These findings suggest that it is essential to consider the multiple positionalities of migrant workers - both as foreign workers and local residents - in designing integration policies for labour migrants, especially 'skilled workforce' visa holders.
