국문 초록

본 연구에서는 기초자치단체의 현금성 사회보장급여 예산규모에 영향을 미치는 요인을 확인하고자 하였다. 특히 기초자치단체의 사회보장급여 예산은 인근 지자체 간의 유사성과 이전 시점의 재정계획에 영향을 받기 때문에 시공간적 상관을 반영한 모형이 요구된다. 이에 따라 본 연구에서는 각 지자체별 각종 지표 및 통계 데이터를 활용하여 현금성 사회보장급여 성격을 가진 자체예산 사업의 규모에 영향을 미치는 요인을 탐색하였다. 본 연구의 분석대상은 226개 기초자치단체이며, 분석 모형의 종속변수는 인구 1인당 기초자치단체의 자체사업 중 현금성 사회보장급여 예산으로 설정하였다. 이와 관련된 요인들은 인구 특성, 재정 특성, 지역 특성으로 구분하였다. 해당 자료는 2016년부터 2022년까지의 누적된 데이터를 활용하였으며, 종속변수는 요인 간 선후 관계를 고려하여 2017년부터 2023년까지의 데이터를 활용하였다. 종단 데이터 특성과 인근 지역 간 상관을 동시에 고려하기 위하여 동적공간패널모형(Dynamic Spatial Panel Data Models)을 활용하였으며, 공간시차모형(Spatial Lag Model)과 공간더빈모형(Spatial Durbin Model) 분석을 적용하였다. 주요 분석결과는 다음과 같다. 첫째, 기초자치단체의 자체예산 중 현금성 사회보장급여의 예산 규모는 공간적·시간적 상관을 가지는 것으로 나타났다. 둘째, 기초자치단체의 인구의 구성 및 특성이 현금성 급여 예산 규모에 영향을 미치는 것으로 나타났다. 셋째, 국민기초생활보장급여 및 기초연금 수급률이 자체적인 현금성 급여 예산 규모에 영향을 미치는 것으로 나타났다. 이상의 결과를 바탕으로 각 기초자치단체에서 추진하는 자체적인 현금성 급여 확대가 가지는 의미를 검토하였으며, 현금성 급여에 대한 적절성 및 책임성을 강화하기 위한 방안 등을 제안하였다.

영문 초록

This study aims to identify the factors influencing the budget scale of cash-based social security benefits in local governments. Given that the social security budgets of local governments are affected by the similarities between neighboring municipalities and previous fiscal plans, a model that incorporates spatiotemporal correlations is required. Therefore, this study explores the factors affecting the scale of self-funded projects characterized by cash-based social security benefits, utilizing various indicators and statistical data for each municipality. The unit of analysis in this study is 226 local governments, and the dependent variable of the analysis model is the per capita budget for cash-based social security benefits within self-funded projects of local governments. The relevant factors are categorized into demographic characteristics, financial characteristics, and regional characteristics. The data used spans from 2016 to 2022, while the dependent variable considers data from 2017 to 2023, accounting for the temporal precedence among factors. To simultaneously consider the longitudinal nature of the data and the correlation among neighboring regions, Dynamic Spatial Panel Data Models were employed, comparing results from the Spatial Lag Model and the Spatial Durbin Model. The key findings are as follows. First, the budget scale of cash-based social security benefits within the self-funded projects of local governments exhibits spatial and temporal correlations. Second, the composition and characteristics of the population in local governments influence the budget scale of cash-based benefits. Third, the receipt rates of National Basic Livelihood Security and Basic Pension affect the budget scale of self-funded cash benefits. Based on these results, the implications of expanding self-funded cash benefits by local governments were examined, and measures to enhance the appropriateness and accountability of cash benefits were proposed.
