국문 초록

본 연구는 북한의 대남 통일정책의 변화를 살펴보고 이를 통해서 제기되는 북한이탈 주민 정착 지원 정책과 교육의 과제를 살펴보았다. 북한의 적대적 두 국가론 및 대남· 통일정책 전환은 대내적 요인이든 대외적 요인이든 간에 상당 기간 유지될 것이다. 한 반도에 평화를 정착하고 통일을 이루기 위해서는 민족공동체 통일 방안을 근간으로 단 일국가 형태를 포함한 연합, 연방 등 다양한 통일국가의 형태가 논의되어야 할 것이다. 한국 정부는 북한이탈주민의 날을 국가기념일로 제정하고 8·15 통일독트린을 발표 했다. 이러한 상황에 대한 분석과 북한이탈주민 실태에 기반해서 정착지원정책과 교육 의 과제를 도출했다. 첫째, 북한의 두 국가론 주장 속에서 북한이탈주민을 법적, 정치적 으로뿐만 아니라 사회문화적으로 동등한 시민으로서 인정하면서 심리정서적 차원의 민족 유대감을 유지해 가야 할 것이다. 둘째, 북한이탈주민의 입국 추세와 인구학적 특성 을 고려한 정착지원제도 개선이 필요하다. 생애주기에 따른 맞춤형 지원, 소외된 취약 계층에 대한 접근 지원, 남북한 주민의 통합을 위한 지원정책을 수립해야 할 것이다. 셋 째, 자신 및 자녀 세대의 지위 상승의 가능성과 기대감을 높여줄 수 있는 가족 단위 지 원정책이 수립돼야 할 것이다. 넷째, 우리 사회의 인식 전환과 지역사회 소통 교류가 확 대돼야 할 것이다. 북한이탈주민의 특수성을 부각해 통합에 저해 요인이 되지 않아야 하며, 북한 인권 강조가 이들을 피해자, 약자 프레임 강화로 이어지지 않도록 하고, 이들이 통일에 도움이 되기 때문이 아닌 존재 자체로 존중받는 사회여야 할 것이다.

영문 초록

This study looked at changes in North Korea’s policy toward South Korea and national unification and examined the North Korean defectors’ settlement support policy and educational challenges raised here. North Korea's ‘Hostile Two-State Policy’ and the transition of policy toward South Korea and national unification will remain for a considerable period of time, whether internal or external. For the unification of the Korean Peninsula, various forms of unified state, such as coalitions and federations, including a single state, should be discussed based on the ‘National Community Unification Plan'. The South Korean government established ‘North Korean Defectors Day' as a national anniversary and announced the‘August 15 Unification Doctrine'. Based on the analysis of this situation and the actual condition of North Korean defectors, the settlement support policy and education tasks for them were derived. First, it is necessary to maintain national bonds at the psycho-emotional level while recognizing North Korean defectors as equal citizens not only legally and politically but also socially and culturally. Second, it is necessary to improve the settlement support system in consideration of the entry trend and demographic characteristics of North Korean defectors. It is necessary to establish policies for customized support according to the life cycle, support for the marginalized and vulnerable, and support for the integration of North and South Koreans. Third, a family-level support policy should be established that can increase the possibility and expectations of raising the status of themselves and their children's generation. Fourth, the transformation of our society's perception and communication exchanges in the local community should be expanded.
