국문 초록

본 연구는 국내 민간경비 분야에서 새롭게 제시된 혼잡 및 교통유도경비의 역할을 탐색하는 것이다. 최근의 법적 변화에 따라 본 연구에서는 이러한 역할을 성공적으로 수행하는 데 필요한 주요 고려 사항을 파악하고 민간 인력이 이러한 책임을 효과적으로 관리하는 방법에 대한 전략을 제안하는 것을 목표로 한다. 최근 혼잡 및 교통유도의 책임이 민간 영역으로 전환됨에 따라 도시 안전 및 교통 관리에 대한 접근 방식이 크게 변화하고 있다. 따라서 이러한 역할이 민간 경비에 새로 할당됨에 따라 이러한 역할이 효과적으로 수행될 수 있도록 명확한 운영 지침, 교육 프로그램 및 프로토콜을 확립하는 것이 중요하다. 연구 방법은 문헌연구와 사례 검토를 통해 혼잡·교통유도경비 업무의 안정적인 작용에 대해 논의하였다. 새로운 경비업무의 영역은 혼잡(인파 관리) 분야, 교통유도 분야, 공사현장 분야, 행사장(이벤트) 분야로 구분하여 분석과 시사점을 도출하였다. 혼잡·교통유도경비업무의 활성화를 위한 제언은 다음과 같다. 첫째, 업무의 관리 및 전담에 대한 조정이 필요하다. 둘째, 책임에 대한 명확한 설정이 필요하다. 셋째, 경비원의 통제 권한 분배와 인력 활용의 문제를 고려해야 한다. 넷째, 교육훈련의 체계를 마련해야 한다.

영문 초록

This study explores the newly proposed role of congestion and traffic guidance security within Korea's private security sector. In light of recent legal changes, it aims to identify the key considerations necessary for effectively fulfilling these responsibilities and suggests strategies for how the civilian workforce can manage them. With the shift of congestion and traffic management to the private sector, there are significant changes in urban safety and traffic management approaches. Therefore, establishing clear operating guidelines, training programs, and protocols is crucial to ensure these roles are executed effectively. This study investigates the effective operation of congestion and traffic guidance security through a literature review and case studies. New areas of security work were categorized into congestion (crowd management), traffic guidance, construction sites, and event venues. Analysis and implications were drawn from these categories. The following suggestions are proposed to enhance congestion and traffic guidance security. First, coordination of work management and dedicated responsibility is essential. Second, a clear delineation of responsibilities is required. Third, the distribution of control authority and effective utilization of security personnel should be considered. Fourth, the establishment of a comprehensive education and training system is necessary.
