국문 초록

한국군은 기존 군수지원체계인 국내조달, 국외조달 등의 한계점을 극복하고, 경제적 군 운영과 주요 장비의 적정가동률을 동시에 달성하기 위해 2010년 공군의 KT/A-1을 시작으로 다양한 무기체계에 성과기반 군수지원(PBL)을 도입, 2023년 기준 총 21개 사업을 운영하고 있다. 이러한 상황에서 기존 PBL 사업 관련 연구는 성과지표선정과 적정비용 산정기준에 대해서는 비교적 구체적인 검토가 진행되었으나, 성과분석의 경우 대부분 사업목표와 성과 기준달성 측면으로 연구가 이루어져, PBL 도입 후 운영 효율성 향상 여부, KT/A- 1, T-50 등 연속하여 진행된 사업의 성과 및 문제점에 대한 비교 등이 부족한 것을 확인할 수 있었다. 본 연구는 공군 T-50 계열 1, 2차 사업을 중심으로 PBL 도입에 따른 성과를 사업성과 측면과 무기체계 운영 효율성 향상 측면에서 살펴봄으로써 도입성과를 전반적으로 살펴볼 수 있는 틀을 제시하고, 사업이 진행됨에 따라 무엇이 개선되었는지, 어떠한 문제점이 남아 있고, 어떻게 문제를 해결할 수 있는지를 종합적으로 살펴보고자 한다. 본 논문은 다음과 같이 구성하였다. 우선 기존 문헌연구를 통하여 한국군의 PBL 도입현황 및 운영단계, 성과지표 및 도입성과를 전반적으로 살펴보고, 실증분석을 통해 T-50 계열 PBL 1, 2차 사업의 전반적인 성과와 사업 진행 중 발생한 문제점을 확인하였으며, 발생한 문제점 중 지속적인 개선이 필요한 사항에 대한 발전 방향을 검토하였다.

영문 초록

The Korean military has been operating a total of 21 projects as of 2023 by introducing Performance Based Logistics to various weapon systems, starting with the Air Force's KT/A-1 in 2010. This initiative aims to overcome the limitations of the existing logistics support system, which relies on domestic procurement, foreign procurement, and to achieve both economic military operations and appropriate operational rates of major equipment. In this situation, research related to existing PBL projects has relatively thoroughly reviewed the selection of performance indicators and cost estimation criteria. However, studies on performance analysis have mainly focused on achieving project goals and performance standards, revealing a lack of comparative analysis on whether operational efficiency has improved after the introduction of PBL and the performance and issues of successive projects such as KT/A-1 and T-50. This study aims to provide a comprehensive framework to evaluate the outcomes of PBL introduction by examining the performance of the first and second phases of the Air Force T-50 series projects in terms of project achievements and the improvement of weapon system operational efficiency. This research will also comprehensively analyze what improvements have been made, what problems remain, and how these issues can be addressed as the projects progress. The paper is structured as follows: First, through a review of existing literature, we will examine the current status of PBL introduction and operation stages in the Korean military, as well as performance indicators and overall introduction outcomes. Subsequently, through empirical analysis, we identified the overall performance of the first and second phases of the T-50 series PBL projects and the problems encountered during project implementation. We also reviewed the development directions for issues that require continuous improvement.
