북한 시멘트시장의 형성·발달요인에 관한 연구

국문 초록

본 연구는 심층면접조사와 북한의 공식자료, 국내연구 자료 등에 기초해1990년대 경제난 이후 북한 시멘트시장의 발달요인을 분석하였다. 결과는 다음과 같다. 첫째, 1990년대 시멘트시장은 계획경제 와해로 자생적으로 형성되었으나 범위는 농촌으로 한정되었다. 그 이유는 심각한 식량난 때문이었다. 둘째, 2000년대에 들어서며 시멘트시장은 주민소득 상승과 7.1경제관리개선조치, 종합시장정책 등 제도적 요인으로 확대되었다. 시멘트시장의 확대요인은 국영공장의 시장화를 촉발해 계획과 시장 간 생산물 배분을 활성화시키며 시장의 발달을 촉진하였다. 셋째, 2010년대 시장 개혁적 정책 변화는 지방정부와 국영기업 자율성에 탄력을 줌으로써 시멘트시장의 양적·질적 발전을 뒷받침하였다. 향후 대북제재와 코로나19로 북한 경제난이 장기화될 경우 북한의 경제정책은내부 자원 동원으로 내구력 강화에 주력할 것이며, 이는 국내 자원에 기인하고있는 건설사업 확대로 이어질 것이어서 시멘트시장의 효과적 성장이 전망되고있다. 시멘트 생산은 제조과정이 복잡하지 않고, 북한에 매장량이 풍부한 석탄, 석회석이 주요 원료라는 것이 이러한 사실을 뒷받침한다. 앞으로 시멘트시장은북한의 부동산건설을 선도하면서 지역경제와 기업의 성장 동력으로 작용할 수있을 것으로 보인다.

영문 초록

Based on in-depth interviews, official data from North Korea, and domestic research data, this study analyzed the creation and prospects of the North Korean building material market after the economic crisis in the 1990s as a cement market. The results are as follows. First, in the 1990s, the cement market was formed spontaneously due to the planned economic collapse, but the scope was limited to rural areas. The reason was a serious food shortage. Second, in the 2000s, the cement market expanded due to institutional factors such as rising resident income, 7.1 economic management improvement measures, and comprehensive market policies. The expansion factor of the cement market triggered the marketization of state-owned factories, revitalizing the distribution of products between plans and markets, and promoting the development of the market. Third, market reform policy changes in the 2010s supported the quantitative and qualitative development of the cement market by giving momentum to the autonomy of local governments and state-owned enterprises. If sanctions against North Korea and COVID-19 prolong North Korea’s economic difficulties, North Korea’s economic policy will focus on strengthening its economic endurance by mobilizing internal resources, which will lead to expansion of construction due to domestic resources, which is expected to grow effectively. Cement production supports this fact that the manufacturing process is not complicated, and coal and limestone, which are abundant in North Korea, are the main raw materials. This suggests that the cement market can serve as a growth engine for the local economy and companies while leading the construction of real estate in North Korea in the future.
