도시성장에 따른 산업구조변화가 지역경제정책에 주는 시사점

국문 초록

본 논문은 1949년 대전시가 시로 승격한 이후 급속하게 성장하는 가운데 변화된 사회상 중에서 산업변화에 주목하고 지난 60년 동안 변화된 대전시의 산업발전을 구조적으로 진단하고, 그 발전방안을 제시하는 데에 연구 목적을 두고 있다. 대전시는 지난 60년 동안 행정구역이 15배 성장하고 인구가 11.7배 증가하는 고도성장 가운데 1947년에 농업이 5.7%이고 공업이 4.5%를 이루던 산업구조가 2010년에는 농업은 1.0%로 축소되고, 공업은 12.0%로 확장되었으며, 서비스업은87%를 차지하는 산업구조로 발전하였다. 그러나 아직도 대전의 산업은 제조업 기반이 약하고 서비스업은 소비지향적인 업종이 주를 이루고 있어 지속적인 경제발전에 걸림돌이 되고 있다. 이러한 대전시의 산업 현실 속에서 본 연구를 통하여 밝혀진 결과를 바탕으로 대전시 산업경쟁력 강화를 위한 정책 제언은 다음과 같다. 제조업의 경쟁력 강화를 위해서는 지난 20년 사이에 건실한 성장을 한 8대 업종 중 전국경쟁력을 가진 5대 업종을 집중 육성하여 전국경쟁력을 더욱 강화하고, 이들 중 전국경쟁력이 미흡한 3개 업종도 전국수준의 경쟁력을 가질 수 있도록 적극 지원하여 이들 8대 업종 모두가 대전시의 지속적인 경제발전에 근간이 되도록 하여야 할 것이다. 서비스산업은 소비자지원 서비스업이 전체의 40% 이상인 가운데 전국수준의 경쟁력을 가진 생산자지원 서비스업종은 전무한 실정이다. 그러나 이러한 현실에서도 대전시의 경제 여건에서 건실하게 성장하고 있는 운수업, 통신업, 부동산 및 사업서비스업, 교육서비스업, 보건 및 사회복지사업 업종과 같은 5대 업종이 대전의 산업을 효율적으로 서비스하도록 하는 것은 물론 전국적으로도 경쟁력을 가진 업종이 되도록 정책적 지원수위를 한층 더 높여야 할 것이다. 이와 더불어 국토의 중심에 위치한 대전시가 대한민국의 지속적인 발전을 견인하는 미래의 경쟁력 있는 도시가 되기 위해서는 산업간 연관효과가 큰 첨단제조업을 육성하고 생산자지원 서비스 업종을 적극 지원하여 대전시가 질적으로 우수한 고차의 도시서비스를 지속적으로 제공할 수 있도록 하여야 할 것이다.

영문 초록

It is the objective of the paper to make some policy recommendations on the industrial development of Daejeon city, in Korea on the basis of analysis of the structural change which made for the last 60 years after the start of city in 1947. In this period Daejeon city enjoyed 15 times expansion in area and 11.7 times population growth in the rapid growth of the city. Daejeon city also achieved such industrial structure improvement that the ratio of agriculture decreased from 5.7% in 1947 to 1.0% in 2010; that of manufacture increased from 4.5% to 12.0%, and that of service industry grew from 65.0% to 87.0%. In spite of this structural improvement, Daejeon industry is still face by the weak foundation of manufacturing industry and characterized by the service industry, majority of which are consumer-supporting items. And this fact serves as an obstacle to the sustainable development of Daejeon city economy. In these circumstances some policy recommendations are suggested as follows for the competition increase of such industry as manufacture and service industry of Daejeon city on the basis of study findings. In order to strengthen the manufacturing industry the five top manufacturing items with competition power at the national level out of eight top manufacturing items which have been steadily growing for the last 20 years are urged to be more supported to enjoy even higher competition power. In parallel with this the other three manufacturing items which do not have national competition power are also recommended to be promoted even more than ever so that they also have national level competition power. In this way these eight manufacturing items can serve as the back bone of the sustainable development of Daejeon economy. In case of the service industry, it is characterized that more than 40% of the service industry items are composed of consumer-oriented items and there is no producer-supporting service industry item. Under these situations, such five items as transportation and logistics, mass-communication and telecom, real estate and business-supporting, education, health and social welfare which are growing soundly in the socio-economic circumstances of Daejeon city are asked to be supported at the even higher level than before, so that they can not only serve Daejeon industry more efficiently but also these items can become competitive items at the national level.
