의료시설의 유니버설디자인 적용 실태에 관한 연구

국문 초록

국내 의료시설에 대한 다양한 이용자의 요구를 수용하고 시설에 대한 접근성 및 이용성 등을 향 상하기 위한 목적으로 선행연구를 점검하고, 현황조사 및 전문가 인터뷰를 통해 의료시설의 접근 및 진료동선 등에 따른 단계별 장애 요인 분석 및 사용자 중심 유니버설디자인 접근방법을 제안하는 것을 목적으로 한다. 본 연구는 의료시설의 유니버설디자인 기초자료를 제시하기 위하여 먼저, 국내· 외 의료시설 관련법에 대한 고찰을 통하여 국내법에 적용 가능한 규정 검토 및 의료시설의 분류체계 등을 고찰하였다. 그리고 의료시설에 유니버설디자인 적용에 대한 필요성, 현 의료시설의 문제점 파 악을 위한 전문가 및 이용자 인터뷰를 실시하였으며, 병원부터 상급종합병원까지 총 15개의 의료시 설에 대한 현황조사를 통해 문제점 및 개선방향을 제시하였다. 이를 통해 첫째, 의료시설 건축계획 과 관련된 법률은 건축법과 의료법, 장애인등편의법 및 소방법 등을 통해 유니버설디자인 관점의 근거자료, 설계 및 설치 지침이 될 수 있는 근거를 마련하였으며, 둘째 법령 및 가이드라인 등에서 제시하고 있지 않은 병동의 공간구성, 치료실 및 검사실 등의 단위 공간 구성 및 계획에 필요한 요 소를 도출하고자 한다. 셋째 의료시설은 장애인등편의법이 규정하고 있는 내용에 대한 적정한 시설 및 설비 등의 구비가 기본적으로 갖추어야 할 필수요소이며, 법에서 의무를 규정하지 않고 있는 실 의 경우 모든 이용자의 접근과 사용을 고려하여 유니버설디자인적 관점에서 개선되어야 할 것이다. 이러한 측면에서 본 연구는 의료시설의 유니버설디자인 적용을 위한 기초적 토대를 마련고자 하였 으며 향후 의료서비스 기획 및 의료시설 건축 계획시 기초자료로 활용되길 기대해 본다.

영문 초록

The purpose of this study is to examine previous studies with the aim of accommodating the needs of various users of domestic medical facilities and improving accessibility and usability of facilities, and to analyze obstacles in stages according to access to medical facilities and medical lines through current status surveys and expert interviews, and to propose a user-centered universal design approach. In order to present basic data on the universal design of medical facilities, this study first reviewed regulations applicable to domestic law and considered the classification system of medical facilities through consideration of laws related to domestic and foreign medical facilities. In addition, interviews with experts and users were conducted to identify the necessity of applying universal design to medical facilities and problems with current medical facilities, and problems and improvement directions were presented through a current survey of a total of 15 medical facilities from hospitals to advanced general hospitals. Through this, the laws related to the construction plan of medical facilities provided the basis for providing evidence, design, and installation guidelines from the perspective of universal design through the Building Act, the Medical Act, the Convenience Act for the Disabled, and the Fire Protection Act. Second, it is intended to derive elements necessary for the composition and planning of unit spaces such as ward space, treatment rooms, and examination rooms that are not presented in laws and guidelines. Third, medical facilities should be improved from a universal design point of view, taking into account the access and use of all users, and appropriate facilities and facilities for the contents stipulated by the Convenience Act, such as the disabled, are essential. In this respect, this study attempted to lay the basic foundation for the application of universal design in medical facilities, and it is expected to be used as basic data for medical service planning and medical facility construction planning in the future.
