국문 초록

본 연구의 목적은 새로이 모색된 연구틀을 활용하여 주역의 4대 난괘를 사회정책 상황, 사회정책결정자의 행위 및 사회정책 전망 등의 세 가지 차원을 중심으로 사회정책적 해석을 시도하여 시급한 사회문제를 해결하는 데 있어 요구되는 사회정책 결정자의 자세를 확인하는 데 두었다. 본 연구를 통해 확인된 바람직한 사회정책 결정자의 자세는 다음과 같이 정리·요약될 수 있다. 첫째, 사회정책 결정자는 4대 난괘와 같은 사회정책 상황을 충분히 이해하고 있어야 한다. 둘째, 사회정책 결정자는 그러한 상황을 해결하기 위해서는 관련 문제 전문가를 적극 활용하여야 한다, 셋째, 사회정책 결정자는 추진하고자 하는 관련 사회정책이 성공할 것이라는 확신을 가져야 한다. 이와 같이 주역은 사회정책 상황의 해결에 관련된 바람직한 사회정책 결정자의 자세에 대한 유용한 내용을 가지고 있다. 그러므로 주역은 사회복지 및 사회정책 분야에서 이전과 달리 조명되어야 하고 활용되어져야 할 인류의 유산이라고 할 수 있다.

영문 초록

The purpose of this study is to indentify the postures of the social policy decision-makerwhich require in solving the most difficult social problems such as four hexagrams of hardshipin the Books of Change. For the purpose, this study has used the study framework with theaspects such as the situation of social policy, the behavior of social policy decision-maker andthe prospect of social policy which was explored through revising and supplementing theexisting study framework. The posttures of the desirable social policy decision-maker indentifiedin this study are such as followings. First, the social policy decision-maker must sufficientlyunderstand the situation of social policy. Second, the social policy decision-maker mustpositively use allied experts in order to solve the situation of social policy. Third, the socialpolicy decision-maker must make sure that the inplementing social policy will be succeeded. The Book of Change contains the useful contents about the desirable statures of social policydecision-maker related with solving the situation of social policy. Therefore the Book of Changemust be the human heritage to be newly highlighted and actively utilized in the fields of socialwelfare or social policy.
