한국 국방정책의 2014년 회고와 2015년 전망

국문 초록

2014년 한 해 동안 우리가 처한 대내외적 환경은 매우 격동적인 것이었다. 이에 대응하기 위한 우리의 국방정책도 변화와 복잡성을 특징적으로 보여주었다. 협력과 견제가 동시에 진행되는 미중관계에 적절히 대응해야 했고, 보통국가화 경향을 노골화한 일본을 비롯한 동북아시아 역학관계의 새로운 변수에 촉각을 곤두세워야 했다. 군사적 긴장을 한껏 고조시킨 북한에는 물론, 군 내부적인 각종 사건․사고에도 대응해야 했다. 2014년에 대응해야 했던 대내외적 변수들 대부분은 2015년에도 연속성을 가지고 한국에게 도전으로 다가올 것이 예상된다. 본고에서는 2014년 한국의 안보환경과 국방 이슈들을 대외, 남북, 대내의 범주에서 정리․평가하고, 이를 바탕으로 2015년 안보환경 및 국방정책에 대한 전망을 제시했다. 마지막 부분에는 필자 나름의 향후 국방정책 추진방향을 제시했다.

영문 초록

The internal and external environment that South Korea have face in 2014 was very turbulent. Responding to the turbulent environment makes defense policies unpredictable and complex. South Korea had to adapt to US-China relations that have both characteristics of cooperation and competition. It also had to be alert to other newly arose regional dynamics of Northeast Asia such as Japanese bold attempts toward normal state. Responding to North Korean military threats that have reached exceptionally high frequency caused difficulties. Ministry of National Defense also has to address many scandalous accidents within the military. Most of internal and external challenges that South Korea had to address last year will be continued in 2015. In this paper, I discussed and evaluated South Korea's security environment and major issues of 2014 defense policies which are categorized as external, inter-Korean, internal issues. And, with those assessments, forecast of 2015 security environment and defense policies is presented. Lastly, I provide opinion regarding future direction of defense policy in 2015.
