한반도 통일 시 발생할 불안정성 진단과한국이 취해야 할 대외정책 방향

국문 초록

한반도 통일이 한반도를 포함한 동북아 지역의 불안정성을 촉발시킬 가능성은 매우 높다. 통일 시 발생 가능한 한반도 내부의 불안정 상황은 북한 주민의 급격한 이동성 증가, 한반도의 경제 쇼크 발생 및 사회적 갈등 증가 등이다. 반면에 한반도 외부의 불안정 상황은 동북아 세력균형 변화, 핵확산 가능성 증대, 한반도 통일로부터 촉발된 민족주의의 강화 및 북한 내 우발사태 발생으로 인한 동북아의 혼란 등이다. 그러면 통일한국은 이러한 불안정 요소들에 대해서 대외적으로 어떠한 조치들을 취해야 할 것인가? 먼저 통일 이전부터 다양한 방법을 동원해서 한반도 통일의 당위성과 효용성을 주변국에게 설득하고 이해시켜야 한다. 이때에 한국은 주변국의 안보 우려를 고려하면서 국가별로 맞춤형 설득전략을 수립하도록 한다. 한편, 통일 후 주한미군의 주둔 여부, 규모 및 역할에 대한 재평가와 북한 핵무기의 통제 및 처리에 관한 신뢰성 있는 정책수립이 필요하다. 이를 위해서 미국 등 핵보유국이 참여하는 국제공조 방안도 제시해야 한다. 또한 한국은 통일 과정 중에도 다양한 조치를 취해야 한다. 먼저 주변국의 지지를 확보하고 이를 UN 차원의 국제적 정당성을 인정받는 데에 활용해야 한다. 한편, 한반도 영토 문제, 북중우호협력조약 및 북한 채무 승계 문제 등 북한의 대외적 권리 및 의무 승계 문제 등에 관해서 입장을 정립하고 해결해야 한다. 마지막으로 통일 이후 한국은 동북아 중심국가 위상에 걸 맞는 신뢰외교를 전개해야 한다. 이를 위해서 첫째, 녹색성장과 같이 국제사회가 공감하는 문제들을 이슈화시키고 상호협력을 유도할 수 있는 기회를 창출한다. 둘째, 동북아에서의 다자간안보체제 구축 노력을 통해서 역내 국가 간 갈등을 완화하고 신뢰를 구축하는 역할을 수행한다. 즉, 협력의 촉진자 역할을 수행해야 하는 것이다. 마지막으로 통일한국은 중견국가의 외교를 구현함으로써 책임 있는 국제사회의 일원으로 행동해야 한다.

영문 초록

Korean unification is highly likely to cause both domestic and international instability. Domestic instability may come from increased mobility of North Koreans, economic shock and social conflicts on the Korean Peninsula. On the other hand, international instability may arise from change in power distribution in Northeast Asia, increased possibility of nuclear proliferation, intensified nationalism and increased possibility of contingency in the North Korean region. What foreign policies should Korea pursue concerning these destabilizing factors? The Korean government must develop logic on the unification and alliance to convince its neighboring states. Also, clear policies on nuclear weapons and the U.S. troops in the Korean territory after unification should be established. To achieve this, the government must establish customized persuasion strategies based on the neighboring states’ position. During the unification process, the Korean government must secure the support of its neighboring states. In addition to this, the government must use such support in acquiring international legitimacy at the United Nations level. On the other hand, it must also clarify its position regarding various foreign relations, territorial issues, foreign rights. The issue of succession of North Korea’s responsibilities including the succession of Sino-North Korea Mutual Aid and Cooperation Friendship Treaty and North Korea’s former debt must also be clarified and resolved. After the Korean unification, Korea must develop a trust-based diplomacy that is commensurate with its status as a central state in Northeast Asia. In order to do this, first, the government must raise issues with which the international community identifies, and must cooperate in creating opportunities for mutual cooperation and thereby undertake a leading role in the international community. The government must continue to develop agendas such as Green Growth and become a state that continuously provides constructive ideas to the international community. Secondly, the Korean government must promote mutual growth and peace in the Northeast Asian region by resolving conflicts between the states in the region and establishing trust through its endeavors to develop a multilateral security system. For this, the unified Korea must undertake the role of a catalyst of cooperation between U.S. and China, the superpowers in the region. Thirdly, the unified Korea must behave as a responsible member of the international community by embodying diplomacy of a middle power nation that contributes to world peace and human progress.
