영토 개념의 재고와 홍일식의 문화영토 개념의 함의

국문 초록

영토가 존재하지 않는다면 국민이 존재하느냐고 물을 수조차 없다. 영토권은 한 국가가 국가로서 존재하기 위한 최소한의 조건이다. 개인의 자유도 주권도 영토권이 보장된 국민에게만 부여된다. 공동체 구성원의 삶의 지평이자 무대인 영토의 중요성은 이런 점에서 아무리 강조해도 지나치지 않을 것이다. 오늘과 같은 탈영토·탈경계의 시대에 역으로 ‘영토 전환적 사고’가 필요한 이유가 여기에 있다. 영토-국민-국가는 ‘하나의 생명체’나 같다. 국권의 수호도 민권의 신장도 모두 영토 위에서 요구되고 실천되는 권리이다. 일찍이 홍일식은 제 문화의 가치를 망각하고 외래의 식민지 이론에 넋이 빠져 방향성 없이 갈팡질팡하는 대한민국의 지식인들을 겨냥해 “민족문화에 대한 지식인의 대오각성과 분발”이 필요한 때라고 강조한 바 있다. 그에 따르면 “민족의 문화영토가 지닌 역사”를 망각한 국민에게는 식민의 역사만 반복될 뿐이다. 홍일식이 정치-경제영토가 아닌 문화영토가 견고해야만 경계들을 부수고 자국의 영토 내로 권력을 장악해 들어오는 부정의·불평등한 외부적 패권에 맞설 수 있다고 강조한 이유가 여기에 있다. 본 연구에서는 이와 같은 홍일식의 ‘문화영토론’을 제2장에서는 인류 공동문화의 창조에 초점을 맞추어, 제3장에서는 인본·민본주의로서 세계시민론에 초점을 맞추어 새로운 해석을 시도할 것이다. 그리고 결론에서는, 문화영토론의 메시지를 ‘호모 글로칼리쿠스적 관점’에서 재평가해 볼 계획이다.

영문 초록

If a territory does not exist, we cannot even ask whether people exist. Territorial rights are the minimum conditions for a nation to be a nation. Personal freedom and sovereignty are only given to citizens whose territorial rights are guaranteed. In this regard, the importance of territory as a community member’s horizon and stage of life cannot be overemphasized. That is why “territorial transformation thinking” is necessary in today’s era of de-territoriality and de-bordering. Territory-nation-state is like “one living thing.” The protection of national sovereignty and the promotion of civil rights are rights required and practiced on the territory. Hong Il-Sik had previously emphasized that it was time for “a great awakening and eruption of intellectuals toward national culture,” targeting intellectuals in the Republic of Korea who had forgotten the value of their own culture and were wandering without direction due to being enchanted by foreign colonial theories. For people who forget, according to Hong Il-Sik, the “history of the nation’s cultural territory,” only the history of colonialism is repeated. Hong Il-Sik believed that only when the cultural territory, not the economic or political territory, is solid, can one fight against the unjust and unequal external hegemony that breaks the boundaries and seizes power within the country's territory. In this study, we will attempt a new interpretation of Hong Il-Sik's “cultural territory theory” by focusing on creating of a common human culture in Chapter 2, and on cosmopolitan citizenship as a humanism and democracy in Chapter 3. In the conclusion, I would like to provide an opportunity to reevaluate the message of cultural territory theory from a “homo glocalicus perspective”.
