농촌기본소득의 구약성서적 전거(典據)에 관한 연구

국문 초록

근래 들어 사회적 불평등과 양극화 현상을 극복하기 위한 목적으로 기본소득에 관한 논의가 활발하게 진행되고 있다. 그러나 모든 국민에게 지급하게 될 기본소득은 가장 먼저 온갖 악조건 속에서 힘겹게 식량 주권을 지켜내고 있는 이 땅의 농민들에게 지급되어야 한다. 농촌기본소득이 바로 그것이다. 도시화와 산업화의 과정에서 도농소득의 격차가 갈수록 심해지면서, 현저한 이농 현상으로 인하여 농촌 지역은 초고령화 사회로 진입한 지 오래다. 더욱이 예측 불가능한 기후변화 때문에 이제는 곡물 생산 감소와 곡물 수출 금지 내지는 식량 무기화로 인한 먹거리 위기와 식량 대란을 걱정하지 않을 수 없게 되었다. 일정액의 농촌기본소득을 모든 농촌 사람들 개개인에게 정기적으로 개별적으로 지급함으로써 미래의 식량 안보와 식량 주권을 지켜야 한다는 주장이 그래서 나오는 것이다. 안타깝게도 우리 시대의 농민들은 하나님의 형상을 따라 창조된 존귀한 자들이면서도, 급속한 소득 감소와 초고령화 추세로 인하여 고통을 당하고 있다. 그러기에 구약성서의 다양한 약자 보호 규정들이 보여주는 것처럼, 정부는 경제적 자립과 안정된 소득을 조금이라도 배려하는 차원에서 그들 모두에게 동일한 농촌기본소득을 지급함으로써, 사회적 약자들인 그들이 아무런 걱정 없이 농업과 농촌을 살려내는 일에 전념할 수 있게 해야 한다. 희년 제도가 가르치는 삶의 평등성, 그리고 광야의 식탁과 땅의 공평한 분배가 가르치는 균등하고도 차별없는 삶의 보장 역시 농촌기본소득의 정당성을 뒷받침하는 것이 아닐 수 없다. 농업과 농촌이 국민의 생명 먹거리를 생산하고 보급할 뿐만 아니라, 자연 생태계를 지켜내는 역할을 수행하는 등의 공익가치를 가지고 있음을 주목한다면, 미래의 식량 자원을 지키기 위해서라도 구약성서의 가르침에 기초하여 신속하게 농촌기본소득이 모든 농촌 사람들에게 지급되게 함으로써, 농촌 사람들이 농촌을 떠나지 않고 안정된 생계 기반 아래에서 식량 생산의 중대한 임무를 수행하게 도와야 할 것이요, 장기적으로는 생계 안정을 원하는 사람들의 귀농을 도움으로써 농업과 농촌이 식량 주권을 지켜낼 수 있는 사람들로 가득하게 만들어야 할 것이다.

영문 초록

In recent years, discussions on basic income have been actively conducted for the purpose of overcoming social inequality and polarization. However, the basic income to be paid to all citizens should be paid first to farmers in the land who are struggling to protect their food sovereignty under all kinds of unfavorable conditions. Rural basic income is what it is. As the gap in urban and rural income intensifies in the process of urbanization and industrialization, rural areas have long entered a super-aged society due to the remarkable migration phenomenon. Moreover, unpredictable climate change has forced us to worry about the food crisis and food chaos caused by declining grain production and banning grain exports or weaponizing food. This is why it is argued that a certain amount of basic rural income should be paid to all rural people on a regular basis to protect future food security and food sovereignty. Unfortunately, the peasants of our time are the noble created in the image of God, but they are suffering from rapid income decline and the trend of super-aging. So, as the Old Testament's various protection regulations show, the government should give them all the same basic rural income in terms of economic independence and stable income, so that they, the socially disadvantaged, can concentrate on saving agriculture and rural areas without any worries. The equality of life taught by the jubilee system and the guarantee of an equal and non-discriminatory life taught by the equitable distribution of tables and lands in the wilderness also support the legitimacy of basic rural income. Not only does agriculture produce and distribute food for the people, but it also has public interest values such as protecting the natural ecosystem, so that basic rural income can be quickly paid to all rural people, not leaving the country, to help them secure their long-term livelihood. Note that agriculture and rural areas not only produce and distribute the people's life food, but also have public interest values such as playing a role in protecting the natural ecosystem. In order to protect future food resources, rural basic income should be quickly paid to all rural people based on the Old Testament's teachings to help rural people carry out important tasks of food production under a stable living base, and in the long run, agriculture and rural areas should be filled with people who can protect food sovereignty by helping those who want to stabilize their livelihoods return to farming.
