국문 초록

노인의 치안 안전은 사회 전체의 안전과 밀접한 관련이 있다. 노인 인구 증가에 따라 노인에 대한 범죄, 학대, 실종 등의 안전 문제와 더불어 디지털 발전은 사회적 문제로 대두되고 있다. 세계적으로 급속하게 발전하게 된 디지털 기술은 공간, 시간을 초월하여 어디서든 소비, 업무, 생활, 의료, 교육 등을 가능하게 하는 디지털 환경이 생성되었다. 2000년대는 국내에서 고령화 사회로 진입한 시기로, 고령화에 따른 노인 인구의 증가는 디지털 격차라는 새로운 사회 불평등으로 디지털 불평등과 디지털 소외라는 문제를 가중시켰다. 노인 인구의 증가는 노인안전, 노인빈곤, 노인자살, 노인범죄, 디지털 금융사고 등 노인층의 정보력 취약에 따른 사회적 고립과 소외 현상, 사회적 불편함, 우울증, 치매 등의 일상에 직면하고 있는 실정이다. 디지털 소외는 노인 인구의 안전과 직결되며 스미싱의 증가에 따른 보안, 보이스 피싱, 가짜뉴스로 인한 불안감, 인터넷 상거래, 금융사기, 사이버 범죄 등 새로운 위협에 쉽게 노출될 우려가 있다. 따라서 노인 치안 안전을 위한 노인의 경제적·사회적·정서적 지원이 필요하다. 앞으로 우리나라 노인층의 디지털 소외 문제점에 대해 노인 인구의 활용과 정부와 민간의 지원을 해결방안을 기본으로 사회구성원의 전폭적인 사회 공감대를 형성함으로 인식개선의 노력이 필요하다.

영문 초록

The security and safety of the elderly are closely related to the safety of society as a whole. As the elderly population increases, digital development is emerging as a social problem along with safety issues such as crime, abuse, and disappearance of the elderly. Digital technology, which has developed rapidly around the world, has created a digital environment that enables consumption, work, life, medical care, and education anywhere, transcending space and time. The 2000s was a time when Korea entered an aging society, and the increase in the elderly population due to aging increased the problem of digital inequality and digital alienation due to new social inequality called digital gap. The increase in the elderly population is facing daily life such as social isolation and alienation, social discomfort, depression, and dementia due to weak information power of the elderly, such as elderly safety, elderly poverty, elderly suicide, elderly crime, and digital financial accidents. Digital alienation is directly related to the safety of the elderly population and is likely to be easily exposed to new threats such as security, voice phishing, anxiety caused by fake news, Internet commerce, financial fraud, and cybercrime due to the increase in smishing. Therefore, economic, social, and emotional support for the elderly is needed for the security and safety of the elderly. In the future, efforts to improve awareness of the problem of digital alienation of the elderly in Korea should be made by forming a full social consensus among members of society based on the use of the elderly population and support from the government and the private sector.
